Executive summary

1. Background and purpose

Since the Tsunami Evaluation Coalition there have been ongoing discussions concerning mainstreaming joint impact evaluation within the humanitarian system. With pressure to demonstrate that results are being achieved by humanitarian action, the question has arisen as to whether and how evaluations can take place that will assess joint impact. An Inter-Agency Working Group was established in November 2009 to manage and facilitate consultations on the potential of Joint Humanitarian Impact Evaluation (JHIE).

Brussels, 18 December 2007 - The Presidents of the European Commission, European Parliament and Council of the European Union on behalf of the 27 EU Member States today signed a 'European Consensus on Humanitarian Aid'. The Consensus sets out a common EU vision and a practical approach for reaching out effectively to millions of people worldwide suffering as a result of conflicts and natural disasters.

Around half of official international humanitarian aid is provided by the EU, either through the European Commission or bilaterally by Member States.

Severe flooding has affected tens of millions of people around the world in recent weeks and months, including Bangladesh, China, Colombia, India, Indonesia, Nepal, Pakistan and Sudan. From Dhaka to Khartoum, officials say they are seeing the heaviest rains in decades and in some cases, recent memory.

In South Asia, an estimated 35 million people have been affected while a staggering 200 million people have been affected by floods in China.
