Representatives of the Government of Sudan, the Justice and Equality Movement (JEM) and the Sudan Liberation Movement/Army (SLM/A) met in Berlin on 16/17 April 2018 to discuss a pre-negotiations agreement that would serve as a basis for the resumption of peace talks for the Darfur as part of the broader Sudan peace process. The event was hosted by the German Berghof Foundation. The AU/UN Joint Mediator and Joint Special Representative for Darfur, Germany and the United States served as facilitators. Norway and the United Kingdom were present as observers.

"The Ambassadors of the resident EU Embassies and Norway in Khartoum follow with great concern the reports of closure of offices of Tearfund, an international humanitarian NGO with more than a decade of experience in Sudan, and in particular in Darfur.

We are in particular concerned since there has been no official communication from the Government of Sudan giving details about the reasons for this decision - despite several recent requests from the EU and other donors.

The members of the Troika (the United States, the United Kingdom, and Norway) welcome recent efforts to reinvigorate a process of genuine national dialogue in Sudan. As the country confronts a new and critical era in its history, we remain conscious of the continuing governance concerns expressed by the Sudanese people, the problems of center-periphery imbalance, and the articulation of political, economic, and social grievances, particularly in the country’s peripheries. Despite years of peacemaking attempts supported by regional and international actors, deadly conflicts persist.

Over the past month, nearly 200 000 people have been forced to flee, and an unknown number have been killed.
