Violent clashes between the Government of Sudan and armed groups have caused large scale internal displacement since 2003. Approximately 1.1 million of the IDPs are still found in South and Central Darfur where the Darfur Program is intervening. During 2017, the level of armed confrontations in Darfur has continued to decrease but the situation remains highly volatile; increased criminality, the spread of firearms, inter-tribal fighting, the absence of law enforcement and unleashed militia are still major challenges.

In South Sudan’s Lol State, Nidier Atak sought to flee from the violence that swept through her village of Wanalel, where people already suffered from serial crop failures due to a persistent drought. Her husband had left the parched village in 2016 to look for work, but he didn’t return. “He used to be a farmer, but for several years there has been no rain when we needed it. So he went looking elsewhere for work, but we haven’t heard from him. He finds it painful to return home empty-handed,” she said.

The people of the Sudan’s Darfur Region have experienced numerous shocks of various types over the past 15 years. This report describes exactly how shocks have affected specific livelihood groups in Darfur, the extent to which people have been successful at recovering their self-sufficiency, and why. We found that households make calculated decisions based on balancing the potential risks and returns of activities in light of shocks. We found that some key factors influencing resilience and recovery in this context include:

The 2017 Darfur Programme (DP) Appeal marks the 14th anniversary of the joint Caritas Internationalis (CI) and ACT Alliance (ACT) collaboration which commenced in 2004. NCA provides the legal basis for the operation in Darfur as well as taking the lead responsibility for management, procurement and financial management on behalf of the two networks. The operational entity has to be referred to in its totality as the NCA DP.

Chad ranks 185 out of 188 on the Human Development Index and 6th on the Fragile State Index. 55% of Chad’s population of approximately 13.2 million people live below the poverty line. OCHA’s Humanitarian Response Plan for 2016 indicates that four major crises directly affect 3.9 million people in Chad. These are: food security and nutrition, displacement, health emergencies and natural disasters.

Over these years the DP has been effectively responding to the humanitarian crisis that has crippled the Darfur region, leaving majority of the population living in poverty, many stripped of their homes and livelihoods assets.

They fulfil a range of diverse roles, both traditional and those usually reserved for men: everywhere you can see them caring for children, going off to work, building and repairing houses, painting walls and fences, clambering on roofs, grinding sorghum, producing wheat, fetching water, digging trenches for buildings, gathering firewood.

As the leader of Hamedia camp, Sheik Mohammed Yaqoub Tour is always working and on this occasion, his job extends to acting as a translator in the area designated for new arrivals. He is compassionate and helps the 16-year-old girl being interviewed find a way to express her painful story of escape from militia. It is one of the attributes of a man who is both gentle and well-respected, in charge of a camp of 68,000 people.
