  1. Introduction

Chad continues to move towards stabilization and recovery despite ongoing tension and crisis in neighbouring countries. At the field level, the security situation remains stable across Chad, though cases of armed robbery and theft are regularly reported (however these rarely appear to target humanitarian actors and are clearly economically rather than politically motivated). The deployment of a joint Chadian-Sudanese border monitoring force in recent years has largely reduced cross-border incursions by rebel groups from either side.

Achok Deng Agok, who has lived nearly half of her 45 years as a displaced person, has a life story similar to an entire generation of South Sudanese. When she was growing up in Sikadit, it was a bustling village, served by a narrow gauge railway that stretched north to Khartoum and east to the Red Sea. The land here is fertile, and back then life was reasonably comfortable. Local farmers produced enough food to feed their families with something left over to trade in the markets. Achok married a local man and they had three children.

Chad, 8 November 2007: 36 International NGOs working in Darfur have condemned the recent attempt made by the 'Arche de Zoë' to evacuate children from Chad. This activity does not represent the work carried out by international NGOs in Darfur, nor that of our colleagues in Chad.

The international NGOs working in Darfour have always been fully committed to working in accordance with humanitarian principles and to respecting human rights and international law, so that they may remain neutral, impartial and accountable for their work among local communities.

Hadija Yousouf is a 27-year-old woman living in the Gouroukoun camp for internally displaced people outside Goz Beida in eastern Chad.

Hadija is married to Abdullah and has seven children. The eldest, Rakhya, is 14 and the youngest, Salime, is just six weeks old. She used to live in the peaceful village of Koumou, with a population of 1,000, situated 5 km from the border with Sudan.

She had a good life - they owned 150 cattle and a couple of donkeys. They also grew vegetables, such as potatoes, yam and tomatoes.

Urgently needed aid supplies are on the way to families living in camps in western Darfur.

A convoy of trucks carrying essential relief items to camps managed by Concern in western Darfur has left the Sudanese capital Khartoum. The trucks are carrying plastic sheeting, blankets, jerry cans, buckets and mosquito nets for families living in camps in Mornei and El Geneina. Supplies are being transported now, before the imminent rains make access impossible.

Concern Worldwide is attempting to get essential supplies to vulnerable families in western Darfur before the rainy season begins in July or August. An estimated 2.5 million people have been displaced by the conflict in Darfur, and the numbers are growing, with new families arriving in the camps for internally displaced people every day.

Conditions on the ground

The delivery of basic supplies to the camps before the onset of the torrential rains is vital.

Tom Arnold, CEO of Concern, says the humanitarian crisis in Darfur is worsening and unless security improves, we could be faced with a long-term human tragedy.

The UN estimates that over the past six months an additional 250,000 people in Darfur have been displaced as a result of fighting. While most of this displacement occurred in North and South Darfur, Mr Arnold met newly displaced people in West Darfur who had fled their villages following attacks from militia.

 Twelve aid workers have been killed since last July and a further five are missing.

Nearly half a million people have less access to humanitarian assistance as a result of increasing military activity, banditry and direct violence against aid workers in early December.

The insecurity led to 250 humanitarian staff - from key locations across Darfur serving some 480,000 people - being temporarily evacuated.

Despite the signing of the Darfur Peace Agreement by the government of Sudan and one of the rebel groups from Darfur in May 2006, there is little sign of the conflict and violence that has plagued this region since 2003 abating. If anything, violence has increased in recent months, as have attacks on ordinary civilians and humanitarian aid workers. The heightened violence and threat to aid workers has hampered relief and development efforts in the region.
