  1. Access and the Cease-fire - WFP welcomes the announcement of a temporary cease-fire which will uphold the delivery of food to the famine stricken population in Southern Sudan. An improved security environment will allow aid agencies to access the most needy for longer periods of time and to conduct outreach into remote areas. It will also enhance the security situation of WFP planes delivering food aid and of relief staff on the ground.

Washington -- "We welcome the announcement by both the Sudan Peoples' Liberation Movement and the Government of Sudan to a three-month humanitarian cease-fire which will permit relief agencies to operate more freely in Bahr el Ghazal province and other affected areas," State Department Spokesman James P. Rubin said July 17.

"The United States remains deeply concerned about the continuing civil strife in Sudan which has cost more than two million lives over the past 15 years.

A unilateral cease-fire announced yesterday by rebels in southern Sudan is a welcome step but does not remove the most serious obstacles to emergency food aid deliveries needed to ease the famine in southern Sudan, the U.S. Committee for Refugees (USCR) warned today.

The rebel Sudan People's Liberation Army has declared a unilateral and unconditional ceasefire in southern Sudan to allow aid to reach vast numbers of famine victims.

The United Nations World Food Program, one of several agencies involved in a massive relief effort, estimates that 1.2 million southern Sudanese are at high risk of starvation in areas hit hard by drought and Sudan's 15-year-old civil war.

A spokesman for the SPLA, says the ceasefire will last for three months and he urged the Khartoum government to reciprocate.

Mr. Griffiths and Mr. Myat traveled to Sudan and Kenya to gain a better grasp of the current humanitarian crisis and review the logistics arrangements which the UN agencies and NGOs have mounted to address the enormous needs in hard-hit areas of Bahr el Ghazal and western Upper Nile. The two senior officials arrived in the region on 13 July and will be departing tonight. During their mission they have spoken with senior officials in the Government of Sudan and the Sudan People's Liberation Movement.
