The Famine Early Warning Systems Network (FEWS NET) monitors trends in staple food prices in countries vulnerable to food insecurity. For each FEWS NET country and region, the Price Bulletin provides a set of charts showing monthly prices in the current marketing year in selected urban centers and allowing users to compare current trends with both five-year average prices, indicative of seasonal trends, and prices in the previous year.

Since June 2016, the incidents of violence and human rights violations carried out by Sudan Armed Forces (SAF) in Southern Kordofan (SK) and Blue Nile (BN) states (also known as the “Two Areas”) have reduced significantly. This is not unusual for the time of the year since the period June to November is the rainy season and fighting has traditionally been low as roads are flooded and rendered impassable for any military operations. The difference this time is that the President of Sudan, Omar Al Bashir, declared a four month ceasefire on 17 June 2016.

Grâce aux des opérations de lutte en cours, les infestations du Criquet pèlerin ont diminué en décembre dans les zones affectées par les récentes résurgences en Mauritanie, s’étendant au sud du Maroc, et en Érythrée. Néanmoins, une stricte vigilance devrait être maintenue car les conditions écologiques continuent à être favorables et une autre reproduction va probablement avoir lieu en janvier et en février.

THE IMPACT OF ARMED CONFLICT ON CHILDREN

Trends and developments: 2016

Despite some progress in certain country situations, increasingly complex conflicts have resulted in widespread violations against children with occurrences of 6 grave violations documented.1

In 2016, there were at least 4,000 verified grave violations by Government forces and over 11,500 by non-State armed groups. Many more violations remain unattributed.

Humanitarian Context

The humanitarian context in Sudan in 2016, especially during the first half of the year, saw a major increase in the number of people in need of humanitarian assistance. Significant new internal displacement occurred from Darfur’s Jebel Marra area due to conflict, there was an increase in the number of food insecure people as a result of poor harvests related to the El Niño phenomenon and a refugee influx from South Sudan continued throughout 2016.

The TRC has always seen the importance in providing humanitarian relief for African countries, with its host national societies lacking the capacity to procure the needs of its vulnerable population amid man-made and natural disasters like; droughts and civil war leading to hunger & malnutrition.
As these countries look for ways for sustainable development, the TRC acknowledges that lack of nutrition is the root cause for holding countries back, as persons essentially need energy to function or achieve in terms of education and livelihoods.

Executive Summary

In 2012-2015, the United Nations Environment Programme (UNEP) and the European Commission (EC) supported a pilot demonstration project on Ecosystem-based Disaster Risk Reduction (Eco-DRR) in Sudan. The Eco-DRR project was implemented in partnership with the National Government, the State Government of North Darfur, Practical Action, and local communitybased organizations.

KEY MESSAGES

  • In West Africa, regional staple food production during the 2016/17 marketing year is expected to be well above average.
    Staple food prices declined and remained near average as supplies increased in November with the arrival of recent harvests and continued international rice and wheat imports. Persistent depreciation of the Naira (NGN) has led to price increases across Nigeria, especially for rice, and reduced purchasing power for Sahelian livestock and cash crops.

From 27 November to 19 December 2016, UNAMID’s Community Stabilization Section (CSS), in collaboration with East Darfur stakeholders, including the Sudan Disarmament Demobilization and Reintegration Commission (SDDRC), UN Development Programme (UNDP) and World Food Programme (WFP), conducted the first demobilization exercise in El Daein, East Darfur, as part of ongoing efforts to reintegrate former combatants of the Darfur Peace Agreement (DPA) and the Doha Document for Peace in Darfur (DDPD) signatory movements into Darfuri society.

Addis Ababa December 29/ 2016 A new World Bank (WB) funded project promises improved living conditions for refugees camped across five regional states in Ethiopia.

The Bank offered 100 million USD to implement "Development Response to Displacement Impact Project (DRDIP) In the Horn of Africa."

Refugees sheltered in Afar, Tigray, Gambella, Benishangul-Gumuz and Somali states, the five regional states hosting the refugees, and the host community will benefit from a range of development activities implemented by the funding.

Africa Weather Hazards

  1. Locust outbreak has continued in western Mauritania. Breeding has extended to southern Western Sahara, where limited control operations are in progress, according to the Food and Agriculture Organization.

  2. Despite some increase in rainfall during late November, poor and erratic rain since late September has resulted in droughts, which have negatively impacted crops and water availability in southern Ethiopia, southern Somalia, and eastern Kenya.

HIGHLIGHTS

• HAC has issued amended directives and procedures regarding humanitarian action in Sudan.

• On 24 December, HAC in North Darfur State, together with IDP leaders launched an intention survey amongst IDPs in North Darfur.

• About 2,500 people have returned to the Kaoura area, North Darfur, from Tawilla, Kebkabiya and Sortony and need essential household supplies.

• On 18 December, the World Bank launched the second phase of livelihood project targeting IDPs and host communities in Kassala State.
