The movement of refugees and migrants across the Sahara and the central Mediterranean Sea towards Europe continues to have a devastating toll on human life. Between January and August 2017, an estimated 2,270 refugees and migrants died at sea in the central Mediterranean. It is estimated that many others died on their way across the desert and in detention centres.

Libya continues to be the main transit point for departure from North Africa towards Europe. As of 31 August 2017, the Libyan Coast Guard rescued/intercepted a total of 10,592 people in different locations along the Libyan coast. Since 1 January 2017, Libyan local authorities have recovered 400 bodies of people who drowned while attempting to cross the Mediterranean towards Europe.
