MIGRANT BASELINE

The 21th round of data collection took place in July and August 2018. During this round a revised version of the data collection methodology was used to capture additional information on the needs and challenges migrants are facing.

DTM identified there to be at least 669,176 migrants in Libya. Migrants were identified in all baladiyas, within 554 communities and originated from more than 41 countries.

05 Oct 2016 description

Since August 2016 the Government of Niger has been implementing stricter measures to control irregular migration of ECOWAS migrants going into Libya or Algeria without valid documentation. To this end, control operations are in place in the region of Agadez with security forces controlling and turning back vehicles transporting migrants irregularly.

The presence of migrants at the flow monitoring points of Arlit and Séguédine has decreased following these measures with a marked decrease of migrants leaving Niger for Algeria or Libya.

Niger is a significant transit country for migration between West and Central and Northern Africa. There are several reasons for this such as for example, the strategic geographical position of Niger in relation to Libya. Libya is one of the main launching points for boats crossing the Mediterranean towards Europe. Many migrants go to Libya hoping to find a passage towards Italy and many of the migrant deaths that occur in the Mediterrean occur in boats that left Libya.

Following recent field evaluations to verify the flow monitoring data, it emerges that the data collected during the past six months accurately reflects the migratory movements in the Agadez region. The tools used and the locations selected by IOM have allowed for a flow monitoring which reflects the reality of the numbers of persons moving through the area. At time of writing over 290,000 have been observed moving through the Agadez region.

IOM firmly believes in humane and orderly migration for all and all data reported through the flow monitoring aims to inform and highlight a migratory phenomenon in an area with dangers for migrants (challenging climate, dangerous road conditions, vulnerability to trafficking/other exploitation/abuse). Proportionally, the flows measured by IOM in the Agadez region are heavily concentrated on the route to and from the Libyan border. Migrants going towards Libya represent 68% of recorded migrants while those coming from Libya to Niger represent 20%.
