Overview

Between 1 January and 31 December 2018, 23,370 persons arrived in Italy by sea.
This is an 80 per cent decrease compared to sea arrivals in the same period last year (119,369). In the first half of the year, monthly arrival numbers ranged from 1,049 in April 2018 to 4,189 in January 2018. In the second half of the year, the numbers of monthly arrivals decreased further. Notably, in December 2018, 359 refugees and migrants were recorded at landing points in southern Italy.

Libya continues to be a transit point for departure from North Africa towards Europe. UNHCR's interventions at disembarkation points in Libya focus on the provision of life-saving assistance and protection monitoring, to identify persons in need of international protection, as well as vulnerable individuals, such as unaccompanied and separated children, elderly, medical cases, women at risk or victims of trafficking. UNHCR through its partner International Medical Corps provides medical services and core relief items.

Between 1 January and 30 November 2018, 3,485 unaccompanied and separated children arrived in Italy by sea, representing 15 per cent of all sea arrivals in this period. Consistent with an overall decrease in sea arrivals this year so far, the number of UASC reaching Italian shores in the first eleven months of 2018 is considerably lower than in the same period last year, when 15,540 landed in Italy. However, the proportion of UASC among sea arrivals in the January-November 2018 period (15 per cent) is slightly higher than in January-November 2017 (13 per cent).

This is comparable with arrival numbers in the previous month, when just over 1,000 disembarked in southern Italy. However, it is a reduction compared to monthly arrival numbers in previous years. In November 2017, over 5,600 refugees and migrants were recorded at landing points in southern Italy

MIGRANT BASELINE

The 22th round of data collection took place in September and October 2018.
Between 26 August and 24 September 2018, southern Tripoli witnessed clashes between armed groups, triggering population movements of both local populations and migrants to safer locations, often in near-by municipalities. Following the end of hostilities, these movements were reversed as the situation gradually stabilized and livelihood opportunities, such as daily labor, became available again for migrants.

12 November 2018: In Toulfé village, Loroum province, four armed men on motorcycles stormed into the General Education College, where they threatened and lashed teachers before ordering them to leave the school premises. This incident created panic within the facility and beyond, forcing surrounding primary schools to shut down. Source: Aouaga

Regional Flow Monitoring Network

30 FMPs and nine mobile FMPs are currently operational in seven countries.

In Burkina Faso, data was collected from five FMPs during the month of October 2018. An average of 1,117 individuals were observed crossing Flow Monitoring Points daily - a slight decrease of three per cent from the September figures.
