This document provides a mid-month update on major developments between the publication of UNHCR’s monthly Operational Updates.
UNHCR has been carrying out relocations as new waves of asylum seekers arrivals continued; 440 South Sudanese refugees were relocated to Biringi settlement during the reporting period. At the same time, since February 2019, refugees who have been living in border areas started complying with the authorities’ requests for them to move further inland.
The first camp in Dadaab was established in 1991. There are 3 camps in Dadaab: Hagadera,
Dagahaley and Ifo.
Kambioos refugee camp was closed on 31st March 2017 and Ifo2 refugee camp was closed on 31st May 2018. Both were officially handed over to the Government on 21st June 2019.
Since December 2014, Somali refugees who decide to voluntarily return to their home country, receive UNHCR support in Kenya and Somalia.

920 new arrivals were registered in June, all in Nairobi.
84,320 Somalis have been assisted to return to Somalia under the voluntary repatriation programme since 2014. Since the beginning of 2019, 1,395 have been assisted to return to Somalia. In addition, 74 Burundians have been assisted to return home since the beginning of the year.
By end of Jun 2019, there were 210,472 (44%) refugees in Dadaab, 189,743 (40%) and in Kakuma & Kalobeyei Settlement, 73,829 (16%) in urban areas.

30% Of newly registered refugees during the month originated from Somalia
Le Directeur général de l’Organisation mondiale de la santé (OMS), Dr Tedros Adhanom Ghebreyesus, a félicité aujourd'hui le Rwanda pour ses efforts de préparation dans la lutte contre le virus Ebola.
Le Chef de l’OMS a confirmé qu’aucun cas d’Ebola n’a été signalé, à ce jour au Rwanda, malgré les niveaux élevés de trafic et de mouvements de personnes entre la République démocratique du Congo (RDC) et Kigali.
Uganda remains the largest refugee-hosting country in Africa with over 1.29 million refugees and asylum seekers, of whom 61 per cent are children. In 2019, over 56,000 new refugees arrived from South Sudan, the Democratic Republic of the Congo (DRC), and Burundi.
The Ministry of Health and the World Health Organisation in Uganda were alerted of a22 years old lady with history of travelling to Uganda from DRC and who later died in DRC and was confirmed EVD positive. Our Surveillance Teams immediately began investlgating and ascertaining the various locations where this Lady visited and possible contacts arising from her business movements in Uganda.

Main activities – Refugees
From mid-June to mid-July, seasonal rainfall was average to above average across the northern and western sectors of East Africa. Seasonal rainfall has been generally beneficial for on-going agricultural activities in these cropping zones. However, below-average rainfall was observed along the East African coastal strip and in northern Ethiopia, northwestern and central Kenya, and localized areas of northeastern Uganda.

WHO Director-General Dr. Tedros Adhanom Ghebreyesus today commended Rwanda on its ongoing Ebola preparedness efforts and confirmed that no cases of Ebola have been reported from the country to date.
On August 1, 2018, the Ministry of Health of the Democratic Republic of Congo (DRC) declared that an outbreak of the Ebola virus had occurred in the North Kivu (Kivu Nord) and Ituri provinces. As of July 22, 2019, the World Health Organization reported 2,597 cases of Ebola (2,503 confirmed, 94 probable), with 1,746 deaths (1,652 confirmed, 94 probable).
Aid workers arrested1: data trends 2018
• In 2018, 184 aid workers were reportedly arrested in 81 incidents across 27 countries. A high number of aid workers were reportedly arrested in Bangladesh (61), South Sudan (53) and Syria (11).
• The number of individual aid workers arrested peaked in the first two months of 2018. The main reason for this was the detention of 49 aid workers in Bangladesh during passport and visa checks at or near IDP camps in Chittagong division.
The Ebola virus disease (EVD) outbreak in North Kivu and Ituri provinces in Democratic Republic of the Congo continues.
Since our last external situation report (data reported by 14 July 2019), 91 new confirmed EVD cases with an additional 75 deaths have been reported across the two affected provinces. We continue to observe sustained local transmission with a large number of cases in Beni Health Zone. In addition, cases continue to be exported from Beni to other health zones via the movement of cases and their contacts.
Épidémies | Selon le suivi épidémiologique du Ministère de la Santé Publique et de la Lutte contre le SIDA, cinq millions de cas de paludisme ont été enregistrés au cours des six premiers mois de l'année. Ça répresente une augmentation de 97 pour cent par rapport à la même période en 2018. À la 26e semaine, 34 districts sanitaires ont dépassé le seuil épidémique et 7 le seuil d'alerte. Le Ministère a enregistré aussi 245 cas de choléra depuis janvier, principalement dans la province de Bujumbura.
Epidemics | According to the Ministry of Public Health and the Fight Against AIDS’s epidemiological data, five million cases of malaria were recorded in the first six months of the year. This represents a 97 per cent increase compared to the same period in 2018. As of the 26th week, 34 health districts have passed the epidemic threshold and seven were above the alert threshold. Also, since January, the Ministry registered 245 cases of cholera, mainly in Bujumbura province.
A l’issue d’une visite en République démocratique du Congo (RDC) dans les sites qui accueillent les déplacés dans la province du Tanganyika, Ann Encontre, la représentante régionale du Haut-Commissariat des Nations Unies pour les réfugiés (HCR), estime qu’il y a beaucoup d’opportunités pour aider ces personnes qui rentrent chez elles mais aussi les réfugiés venant des pays voisins.
