Description of the disaster

Tropical Storm Soulik was formed off the coast of Guam on 16 August 2018 as a small storm and gradually grew to a medium-sized typhoon. As of 23 August 2018, 6 a.m. local time, Typhoon Soulik has begun arcing towards the Korean Peninsula. According to the Korea Meteorological Administration, Soulik struck the southern island of Jeju in South Korea in the early morning on 23 August 2018, causing heavy rain and gale force winds.

Overview

On 29 and 30 August, persistent heavy rains over a 48-hour period caused flash floods in North and South Hwanghae Provinces, in the south-west of DPR Korea. According to Government data, nearly 10,700 people have been displaced from their homes. At least 76 people are known to have died and many hundreds more are injured or missing. Numbers are expected to rise as further assessments are conducted.

Beijing/Kuala Lumpur / Geneva 06 September 2018 – Red Cross volunteers in the Democratic People’s Republic of Korea (DPRK) are searching for survivors in the aftermath of severe flooding that has killed 76 people in North and South Hwanghae provinces. More than 75 people are still missing, many of them children.

On 24 August, Tropical Storm Soulik caused extremely heavy rainfall, resulting in heavy flooding in Kangwon and South Hamgyong provinces. Munchon city was worst affected with 10 reported deaths, 60 persons missing and ongoing search and rescue activities. Over 58,000 people were reportedly displaced from both Munchon city and Kowon city. Many schools and health facilities were destroyed or damaged. The water supply system of Munchon city was destroyed leaving tens of thousands of people without access to safe drinking water.

  • During the first half of 2018, the humanitarian situation in the Democratic People’s Republic of Korea remained critical. According to the inter-agency 2018 DPRK Needs and Priorities document, up to 10.3 million people (41 per cent of total population) continue to suffer from food insecurity and undernutrition, as well as a lack of access to basic services.

OVERVIEW

This report compares current humanitarian crises based on their level of humanitarian access. Affected populations in more than 40 countries are not getting proper humanitarian assistance due to access constraints. Out of 44 countries included in the report, nearly half of them are currently facing critical humanitarian access constraints, with four countries (Eritrea, Syria, Venezuela, and Yemen) being considered as inaccessible. Moderate humanitarian access constraints are an issue in eight countries, and 15 face low humanitarian access constraints.

New Delhi, 3 August 2018: In a significant win against childhood killer diseases, two countries of WHO South-East Asia Region, DPR Korea and Timor-Leste, were today verified for eliminating measles, and six countries certified for controlling rubella and congenital rubella syndrome, two years ahead of the target year 2020.

“These achievements demonstrate the commitment and resolve of countries in the Region towards health of women and children, and for universal health coverage”, said Dr Poonam Khetrapal Singh, Regional Director WHO South-East Asia.

Let me start by thanking the Government for their support for this visit. Today I met with the President of the Presidium and was provided with a description of their commitment on denuclearisation and how they want to move forward, and how they are putting a much stronger emphasis on humanitarian growth.

For 9 years, Dr Ri Chol Ok has been trekking door to door to bring health care to the homes of families in a remote area of DPR Korea. “I cover 122 households, and in a single day I visit 20 to 30 families,” she explains. It’s not an easy job, she says, but thanks to a new bag provided by UNICEF, her work has become a little easier.
