SITUATION OVERVIEW

The remnants of Typhoon Lionrock passed DPRK on 29 August 2016, merging with a lowpressure front, resulting in heavy rain and flooding in the northeast and causing the Tumen River to break its banks. North Hamgyong Province was the most severely affected, with an estimated 600,000 people in Hoeryong City, Kyonghung, Kyongwon, Musan, Onsong and Yonsa counties impacted.

Almost 70,000 people were displaced, 30,000 houses damaged, essential services disrupted and more than 27,000 hectares of agricultural land submerged.

BANGKOK, 6 February 2017 – As part of its annual global humanitarian appeal, UNICEF is seeking $42 million to deliver lifesaving aid for children in emergencies in two countries in the East Asia and Pacific region. The two East Asian countries that feature in the 2017 Humanitarian Action for Children report are DPR Korea and Myanmar, where children are affected by conflict, food shortages or natural disaster.

East Asia and the Pacific region remains extremely prone to natural hazards, with significant human casualties and economic losses – more than 40 million people were affected by disasters in 2015. Children are among the most vulnerable to natural hazards, and suffer short-term and long-lasting negative impacts on health, nutrition, protection and education. Population growth, rapid urbanization and climate change continue to exacerbate the impact of disasters, which are expected to occur more frequently and with greater intensely, and to impact larger populations in the coming years.

This UN Strategic Framework (UNSF) sets out the agreed priorities for the UN's country-level work in the Democratic People's Republic of Korea (DPRK) over the five year period 2017-2021. It replaces the previous framework, which covered the period 2011-2016. It has been agreed and co-signed by both the Government and the UN's Country Team, led by the Resident Coordinator. All parties have committed to implementing the provisions of the Strategic Framework in good faith.

Situation Analysis:

The Humanitarian County Team (HCT) is supporting the Government’s response, initially releasing relief materials including food, nutrition supplements, shelter kits, water purification and sanitation, health and education supplies. Building on the initial response, the HCT is targeting 600000 people to address needs in food security, nutrition, shelter, health, water, sanitation and hygiene and education.
