"The future for food supply in Korea DPR appears grim - with or without emergencies", unless much needed investment and industrial development arrives quickly, according to a UN mission just back from visiting main agricultural areas in the country to assess short and longer term food supply prospects. A second mission has proposed a number of projects to spur food production and rural development as part of FAO's Special Programme for Food Security.

1. OVERVIEW
An FAO/WFP Crop and Food Supply Assessment Mission visited the Democratic People's Republic of Korea, from 19 October to 2 November to review the outcome of the 1996 cereal harvest and estimate national import and food aid requirements for the marketing year ending October 1997. The evaluation is based on discussions with Government Ministries and Departments, UN and bilateral agencies based in the country and on field visits to important agricultural areas, including north and south Hwangae, Kangwon, south Pyongan and Pyongyang.

Food production in DPR Korea is greatly reduced due to a gradual breakdown in the economy and a series of natural disasters.

Indications are of widespread food insecurity and declining nutritional status in many areas visited.

The full extent of the problem is not known and some areas of the country remain inaccessible.

The International Red Cross has launched a new appeal for aid to famine-wracked North Korea, shifting its emphasis from food to medical aid.
It calls for 14 million dollars in cash, goods and services to supply more than 700 health institutions in two northern provinces with essential drugs and equipment.
A Red Cross statement said a major disaster may have been averted by the recent distribution of food aid, but described the health sector as close to collapse.
