We need to strengthen the capacity of people with disabilities so they can access the resources needed to adapt to climate change, says the Kathmandu Declaration that was launched last month.

The declaration, announced at the end of the 8th International Conference on Community Based Adaptation to Climate Change (CBA8) in Nepal, calls for priority to be given to capacity building and for a radical shift in flows of finance to ensure the most vulnerable communities can adapt to a changing climate.

For a sustainable reconstruction of the physical and social infrastructure of flood ravaged Sindh, it is necessary to understand to what extent the damage caused by the flood is man-made. Some of the broad indicators are obvious.

Due to the construction of barrages and hundreds of kilometres of flood protection embankments the flood plains of the Indus have been considerably reduced. They can no longer cater to exceptionally high floods.
