  • As at 13 December, 58,750 refugees have returned to Afghanistan from neighboring and non-neighboring countries since 1 January 2017 (57,409 Pakistan).

  • 390,940 as at 10 December individuals have been newly displaced by conflict since 1 January 2017 and profiled by OCHA as internally displaced persons (IDPs).

  • 87,247 Pakistani refugees from North-Waziristan Agency biometrically registered in Khost province and verified in Paktika province.

In November 2017, UNHCR facilitated the return to Afghanistan of a total of 2,603 Afghan refugees, including 2,548 from Pakistan, 44 from Iran, 6 from Tajikistan and 5 from India. This figure is 38% lower than 4,188 refugees who returned in October. Normally return trends decrease from mid-October onward (during winter season).

This study was conducted to understand the reasons following FDMA request for the deregistration of IDP from MirAli and Miranshah in North Waziristan following de-notification and information campaign by the government that return was opened in these areas. The results will inform recommendation and decision making about de-registration and help understand key factors impending these IDPs to return.

Istanbul, Turkey 1 December 2017 The fifth meeting of the Quadripartite Steering Committee chaired by the Government of Afghanistan was held in Istanbul. Turkey on 1 December 2017. The purpose of the meeting was to discuss developments in the implementation of the Solutions Strategy for Afghan Refugees (SSAR) to Support Voluntary Repatriation and Sustainable Reintegration and Assistance to Host Countries, and to endorse the framework for SSAR for 2018-2019.

This review provides an overview of the use of cash assistance in 45 cash-related education programmes in 21 UNHCR operations. It highlights the key opportunities and challenges with the use of cash for education and provides key direction for future programming and related protection considerations.   • In another tragic accident, on 21 November right on the border between Croatia and Serbia, a five years old girl from Afghanistan was hit by a passing train and killed on the spot. The little girl had entered Croatia irregularly with her mother and six siblings and the accident happened as they were reportedly expelled back from Croatia into Serbia. Serbian authorities, UNHCR and partners have been supporting the family during these difficult times.

Afghanistan acceded to the 1951 Convention and 1967 Protocol relating to the Status of Refugees in 2005, but has not implemented a national asylum framework.
In 2014, Afghanistan received an influx of Pakistani refugees from North Waziristan Agency; an estimated 100,000 remain in a protracted refugee-like situation.
Under its mandate, UNHCR has registered 381 asylumseekers and refugees of various nationalities in Kabul and other urban centres.
