Istanbul, Turkey 1 December 2017 The fifth meeting of the Quadripartite Steering Committee chaired by the Government of Afghanistan was held in Istanbul. Turkey on 1 December 2017. The purpose of the meeting was to discuss developments in the implementation of the Solutions Strategy for Afghan Refugees (SSAR) to Support Voluntary Repatriation and Sustainable Reintegration and Assistance to Host Countries, and to endorse the framework for SSAR for 2018-2019.
The border office of refugee and repatriation has been reported, since September 29 up to October 27, 2017 about 8188 body Afghan refugee have been returned from Iran and Pakistan back to the country.
Among of these families there were existing the documented and undocumented spontaneously and forcibly Afghan Refugees through the pule Abrishom and torkham and Spin boldak returned to the country.
On Monday 20-08-2017 every family received cash assistance 6000Af
Laghman DoRR with co-operation of national and international stakeholders 259 returnees families have surveyed and returned home. These families returned to Alingar and Alishing districts of Laghman province.
Directorate of refugee and repatriation with cooperation of ACF has assisted to 734 displaced families, this co-operation did in first week of August 2017, and the mentioned stakeholder has assisted 6000Af as a month feeding.
These families has displaced from insecure districts to the central of Helmand province, in mentioned period 193 other families by partnership team of DoRR and national and international stakeholders have surveyed for humanitarian assistance.
54 Afghan families’ refugees included 247 have received in Torkham package assistance on Tuesday 15-08-2017 which spontaneously returned from Pakistan to the country. Among of them 82 documented and 165 undocumented have assisted by UNHCR and IOM.
UNHCR has distributed to every documented refugee USD 200$ and IOM has distributed to every undocumented refugee USD 28$.
Directorate of Refugee and Repatriation with cooperation of international stakeholders to 704 returnees and displaced families has cash assisted.
On Monday 2017-08-08 to 516 returnees families distributed 6000 Af by WFP and to 188 displaced families distributed 6000Af by IRC.
Also 415 individual Afghan refugees who returned home on Monday 2017-08-08 from Pakistan have received humanitarian assistance by UNHCR and IOM.
It is mentionable USD cash 200$ distributed to every documented people by UNHCR and USD cash 26$ distributed to every undocumented people by IOM.
In this visit there were the representative of students, disables, women, investors and transport agent from different state of Pakistan they explained their problems and request from government to consider to their request.
Gathering 160 Elders from different groups of afghan refugee resident of Pakistan, launch in participation of minister of RR deputies, and other stakeholders and discussed about refugee’s problem.
Directorate of Refugee and Repatriation (DoRR) with cooperation of international stockholders on Saturday 5 August 2017 distributed to 400 returnees families package assistance.
Meanwhile in Jalalabad city to every family cash assisted 6000 Af by WFP, also 161 tons afghan refugees which returned spontaneously to their country has received humanitarian assistance by UNHCR and IOM.
UNHCR to 55 documented returnees and IOM to 106 undocumented returnee have assisted.
Nangarhar Directorate of Refugee and Repatriation (DoRR) of Nangarhar province with cooperation of international sectors have assisted with 1833 returnees and displaced families.
Meanwhile, of these assistance which done in Nangarhar province on 25,26 July 2017 to every family according to their requirement cash money, FI, house equipment and health package have distributed.
12222 Afghan refugees which lived in Pakistan and Iran they forcibly and voluntarily last week returned back to the country, these afghan refugees from 15 to 21 July 2017 through the border of puli Abreshom, Islam Qala, Aspin Boldak, and Turkham returned to the country. Among of them were documented and undocumented people. Base on statistic of DoRR of the borders in mentioned period 9870 afghan refugees through puli Abreshom nemroz province 2091 from Nangarhar province Turkham border, 223 through the Aspin Boldak Qandahar province and 38 people through Islam Qala Herat province.
These families in 2014 due to military attack of Pakistan on terrorism displaced from their own village to Khost province. These families during their displacement found humanitarian assistance by DoRR, UNHCR, and IOM.
It is mentionable after the opening of Ghulm Khan Border increased the returnees to eastern Waziristan.
43 families included 219 Afghan refugees on Saturday 9th of July during their returnee have been received humanitarian assistance.
These people volunteer returned to their country that among of them 76 are documented and 143 people were undocumented UNHCR to every documented returnee cash US 200$ and IOM also to every undocumented returnee cash US 30$ have distributed
Nangarhar (DoRR) reported that 77 family’s returnee which individual 307 people assisted while returning among the refugee that returned on Saturday from Turkham way 193 people documented and 114 people was undocumented.

Agency of (DoRR) said on Saturday with every returnee who documented 200$ dolor cash assisted and with those who undocumented 27$ dolor cash assisted.

1. Assessment Findings
On Tuesday May 2, Konar DoRR with cooperation of WFP have distributed food aid for 142 returnee families in Manogi district of Konar province.
The families who have returned from Pakistan, received food aids like: 100kg flour,7.5kg oil, 1kg salt and 7kg peas.
During the last year, 1560 families have returned from Pakistan, which they have received some aids In four separate steps from International Assisting agencies.
According to Nangarhar DoRR, 820 Afghan families which consist of 3842 refugees have voluntarily returned from Pakistan to the county during the four past days
As the Nangarhar DoRR announced, 1621 refugees among the returnees are documented and 2221 individuals which consist of 410 families are undocumented, they returned from Turkham border in Nangarhar Province to the country.
The refugees who were documented have received 200$ per individual from UNHCR, and 818 undocumented refugees were paid 29$ for each by IOM.
According to registration offices of MoRR at borders, 19724 Afghan refugees have returned to the country from Iran and Pakistan during the last week (22-28April 2017).
As a result of this report, the migrants who were voluntarily returned or deported mostly returned from Pul-e-Abresham border in Nimroz province, which consisted of 13130 refugees. After the Pul-e-Abresham border, the Turkhan border is the second in returning of 6695 refugees, other borders like Islam Qala and Spen Boldak due to different reasons had less refugees returned.
According to Nangarhar DoRR; 204 families which includes 1040 refugess returned voluntarily from Pakistan on Saturday April 22.
DoRR Authorities in Nangarhar say that 252 individuals are documented among the refugees, they were introduced to UNHCR to get the aid packages.
788 individuals were undocumented, so the DoRR in Nagarhar introduced them to OIM to get aids and transportation services.

Kabul- In order to compile and coordinate a single document regarding the issues relevant to Afghan refugees in Iran and Pakistan, as well as to discuss problems of Afghan asylum seekers in European Countries, Ministry of Foreign Affairs of the Islamic Republic of Afghanistan arranged a meeting attended by representatives of the ministries of Refugees and Repatriations and Finance, UNAMA, UNHCR and IOM. This meeting was presided by the Deputy Foreign Minister Dr. Nasir Ahmad Andisha.
