CHAPTER 1: MIGRANT STOCK BASELINE

During October – November 2017 DTM Libya’s Mobility Tracking identified 432,574 migrants* across all 22 mantikas (regions) in Libya. Migrants were identified in 99 baladiyas and 531 muhallas.

Libya continues to be the main departure and transit point for departure from North Africa towards Europe. As of 31 May 2017, the Libyan Coast Guard rescued/intercepted a total of 6,243 people in different locations along the Libyan coast. Since 1 January 2017, Libyan local authorities have recovered 331 bodies of people who drowned while attempting to cross the Mediterranean towards Europe.

Libye - L’OIM est préoccupée par l’insécurité croissante qui touche plus de 200 000 migrants qui vivent et travaillent à Tripoli, à Misurata et à Benghazi en Libye. Parmi eux, 7000 personnes sont particulièrement vulnérables et ont besoin d’une aide d’urgence pour être évacués.

D’après les autorités, près de 150 000 habitants (soit 31 000 familles) de Tripoli ont fui les combats qui font rage depuis deux mois dans la capitale.

IOM Libya is monitoring the growing insecurity of some 200,000 overseas migrants living and working in Tripoli, Misrata and Benghazi. They include some 7,000 individuals IOM categorizes as “vulnerable migrants” in urgent need of evacuation assistance.

Nearly 150,000 Tripoli residents made homeless by two months of ever-intensifying conflict – almost 31,000 families – have fled the city, according to the local authorities.

IOM is concerned that the number of migrants trying to reach Italy from Libya by sea could increase in the coming weeks, as more people decide to opt for the dangerous Mediterranean crossing to escape ongoing fighting in the Libyan capital.

For the last six weeks, Tripoli has seen fighting between rival militias, including indiscriminate shelling of the main airport and surrounding areas. The increasing use of heavy artillery and missiles have caused an unknown number of casualties, many of them civilians.

In September, UNHCR Libya renewed the documents of 170 refugees and asylum seekers. With the closure of Al Wafa’s Office in Gargarish, renewal activities are now taking place in UNHCR’s office. In terms of voluntary repatriation, 12 family and 2 individuals requested assistance to return to Iraq. In September, UNHCR conducted a number of monitoring visits to assess protection needs of persons of concern in detention centres in Libya (see box on the right). Furthermore the office in Tripoli set up an information telephone hot-line for refugees and asylum seekers.
