Background

Launched in 2005, ProCap aims to enhance the humanitarian system’s protection response through the deployment of Senior Protection Advisers and the delivery of inter-agency protection capacity trainings. The strategic direction of the project is reviewed regularly to ensure that it responds to changing needs and gaps within the international humanitarian response. An external evaluation in 2007, a Strategic Review in 2009, and an external evaluation in 2011 all confirmed the continued relevance of the project.

The continued deepening and geographic spread of the conflict has prompted a 13% increase in the number of people in need of humanitarian assistance in 2017, now 9.3 million. Unrelenting displacement and exposure to repetitive shocks continues to intensify humanitarian needs.

Regional Strategic Overview

Background and Context

The regional Refugee and Migrant Response Plan (RMRP), involving 60 partners, was launched in January 2016 following the large-scale population movements registered throughout Europe in 2015, when one million refugees and migrants undertook the perilous journey across the Mediterranean Sea. The vast majority crossed the Aegean Sea by boat from Turkey to Greece. Many lost their lives: in total, 3,771 people died or were reported missing in the Mediterranean Sea in 2015.

Dear Colleagues,

A powerful earthquake of magnitude of 7.7 struck north-eastern Afghanistan on the morning of 26 October 2015. The majority of reported deaths and damage occurred in Pakistan’s Khyber Pakhtunkhwa (KP) province, the epicentre of the quake being only 67 km from Chitral City. The remoteness of the most affected areas – lying within the Hindu Kush mountain range- in addition to landslides and winter weather have been thwarting attempts to access and assess the scale of need.
