PHILIPPINES

On 29 October, Typhoon Yutu (locally named ‘Rosita’) made landfall in Isabela Province. As of 9 November, there were 11 confirmed dead and over 2,500 houses destroyed. Although this storm was not as strong as was initially feared, it affected many of the same communities which were affected by Typhoon Mangkhut (locally named ‘Ompong’) in September. There were nearly 1,100 Baranguays affected by both storms which caused repeated displacement across six different provinces.

INDONESIA

A 7.4 magnitude earthquake struck Central Sulawesi on Friday, 28 September at 17.02 (Western Indonesia time). The quake subsequently caused a tsunami that hit coastal areas in Palu City and Donggala. As of 1 October, 844 people are known to have died and more than 600 people are severely injured. There are currently more than 48,000 displaced people staying in over 200 sites. Figures are expected to rise as more information becomes available.

PAKISTAN

As of 6 August, 67 people had been killed, 128 injured and 222 houses damaged due to flooding as a result of heavy rains between 20 June and 5 August. Heavy rains, the overflow of water channels and high winds caused most of the damage to property and loss of life. The greatest number of fatalities have been reported in the Punjab province where 31 people have died, and 71 people have been injured.

Country Profile

The Emergency Relief Coordinator has allocated $100 million from the Central Emergency Response Fund (CERF) for the 2018 first Underfunded Emergencies round to assist some 4.3 million people in neglected crises in nine countries. The funds will sustain life-saving relief in protracted emergencies where humanitarian suffering is alarmingly high while available resources are critically low. This funding will target:

As at end December 2017, UN-coordinated appeals and refugee response plans within the Global Humanitarian Overview (GHO) required US$24.7 billion to meet the humanitarian needs of 105.1 million crisis-affected people in 38 countries. Together the appeals were funded at $13.8 billion, or 54% of requirements. Funding for the appeals in 2017 fell 46% short of requirements, with $10.9 billion outstanding.

Statistics show that women are disproportionately negatively affected by disasters. As an example, the devastating Indian Ocean Tsunami in 2004 took the lives of hundreds of thousands of people in Asia, and over 70 percent of the victims were women. Women are often posed at risk when social and cultural norms limit their mobility – according to some studies, women are 14 times more likely to die during a disaster than men.

Quarterly Update

Towards the end of the fourth quarter, CERF and its humanitarian partners were challenged by a series of large, complex crises, including three system-wide level-three (L3) emergencies. These crises, in countries including the Central African Republic (CAR), the Philippines, Syria and Yemen, have affected 35 million people who urgently needed emergency relief, protection and basic services. CERF was there to provide a lifeline.
