The report is based on incidents identified in open sources and reported by Aid in Danger partner agencies using the Security in Numbers Database (SiND). In 2017, 263 security incidents affecting NGO staff members, programmes and assets were reported. The total number of reported incidents below reflects the willingness of agencies to share information.

It is neither a complete count nor representative.

HUMANITARIAN CONTEXT

In 2017, the Pakistan Humanitarian Strategic Plan focused on the returning displaced population, paying specific attention to vulnerable groups, and on the remaining 1.4 million registered Afghan refugees in Pakistan. Malnutrition among affected populations was prioritized, and the Humanitarian Country Team continued to strengthen preparedness for large-scale natural disasters.

2.1. Rationale

After unprecedented levels of displacement were observed in Afghanistan in 2016, the situation remained unstable in 2017.

Since January, approximately 286,000 undocumented Afghans have returned from Pakistan and Iran (IOM, 2017) and an estimated 202,109 people have been displaced internally by conflict (OCHA, 2017).

Key Findings

Nine Advice and Legal Aid Centres (ALAC) are operational in the main refugeehosting areas of four provinces in order to provide free legal support to persons of concern: four in Khyber Pakhtunkhwa (KP), one in Sindh and three in Punjab and Islamabad Capital Territory (ICT) through partnership agreements with SHARP and one in Baluchistan run by SEHER.

2,401 Afghans and non-Afghans registered in UNHCR’s proGres database between 1 January and 31 December 2017.
