  1. Due to poor rainfall since November western Namibia is in a severe drought. Conditions may worsen as limited rain is forecast next week.

  2. In southwestern Madagascar, an uneven and inadequate rainfall distribution since the start of the rainfall season has resulted in severe drought. Drought conditions are likely to persist.

  3. Insufficient rain since January has resulted in large moisture deficits and below-average vegetation conditions over portions of northwestern Angola.

In March, just over 4,400 refugees and migrants entered Europe via Italy,
Greece and Spain. Arrivals to Greece (1,250 versus 2,400) increased by almost 100% while arrivals through routes to Spain (1,500 versus 1,300) and Italy (1,050 versus 1,060) remained consistent with the previous month. In the first three months of the year some 16,640 refugees and migrants arrived to Europe by sea compared to nearly 31,000 that arrived in the same period last year, marking a 106% decrease.

Overview

Between 1 January and 31 March 2018, 6,296 persons arrived in Italy by sea. This is a 74% decrease compared to sea arrivals in the same period last year (24,292). Sea arrivals in March 2018 (1,049) were lower than in any other month since late 2013. Greater engagement of the Libyan Coast Guard in search and rescue operations in the Central Mediterranean has likely contributed to lesser arrivals in Italy compared to last yea

Between 1 January and 31 March 2018, 1,163 children arrived in Italy by sea, of whom 927 were unaccompanied and separated children (UASC). UASC arrival numbers in the first three months of 2018 dropped by 73%, compared to the same period last year. So far in 2018, UASC represent 15% of all sea arrivals.

The Empress Shôken Fund is named after Her Majesty the Empress of Japan, who proposed – at the 9th International Conference of the Red Cross – the creation of an international fund to promote relief work in peacetime. It is administered by the Joint Commission of the International Federation of Red Cross and Red Crescent Societies and the International Committee of the Red Cross, which maintains close contact with the Japanese Permanent Mission in Geneva, the Japanese Red Cross Society and the Meiji Jingu Research Institute in Japan.

Geneva – IOM, the UN Migration Agency, reports that 15,289 migrants and refugees have entered Europe by sea through the first 95 days of 2018, with about 44 per cent arriving in Italy and the remainder divided between Greece (33%) Spain (23%) and Cyprus (less than 1%).

This compares with 31,060 at this point in 2017, and with 172,089 at this point in March in 2016.

IOM Rome’s Flavio Di Giacomo on Thursday shared data released this week in Italy concerning the top 11 countries of origin where arriving migrants are coming from (see chart below).

Between 1 January and 28 February 2018, 747 unaccompanied and separated children arrived in Italy by sea, representing 14% of all sea arrivals in this period. In the same period last year, 1,875 UASC were registered at landing points. Consistently with the overall decrease in sea arrivals, UASC arrivals have dropped by 60%.

Monthly sea arrivals in February 2018 stood at 1,058. This was the lowest number of monthly arrivals on Italian shores since late 2013.
