On Monday 16 October 2017 the Council adopted the EU Annual Report on Human Rights And Democracy in the World in 2016.

2016 was a challenging year for human rights and democracy, with a shrinking space for civil society and complex humanitarian and political crises emerging. In this context, the European Union showed leadership and remained strongly committed to promote and protect human rights and democracy across the world.

This is the first consolidated presentation of the reported results of CERF funding, covering a full year of CERF allocations. As such, it serves as a pilot and will inform future CERF results reporting. This report was compiled on the basis of information provided by Resident Coordinators/Humanitarian Coordinators (RC/ HCs) and Humanitarian Country Teams (HCTs) in 66 consolidated reports covering the results of more than 450 CERF-funded projects.

Increasing the resilience of buildings to natural hazards is essential as we strive to design more sustainable cities. Earthquakes pose considerable risks, as they have caused the highest number of casualties due to natural hazards in the last decade. During the second half of the century, more than 75 % of the total number of earthquake fatalities was caused by building collapse. However, natural hazards do not always translate to tragedy: disasters occur at the intersection of hazards and vulnerability. Preparedness and sound risk reduction policies can help to void them.

Key messages

↗ Ample supplies and improved production prospects kept cereal prices generally under downward pressure. Maize and rice quotations fell the most, while high quality wheat prices firmed on strong demand.

↗ In Africa, food prices in South Sudan declined in August although they remained high, while in Nigeria the weak currency continued to underpin prices. In Southern Africa, decreasing maize quotations in South Africa eased prices in importing countries.
