Based on changes in domestic and international trends affecting the refugee recognition system, the Ministry of Justice revised the operations of the refugee recognition system in September 2015 in order to promote prompt and reliable asylum for genuine refugees, and as part of this revision, measures are being implemented in order to curb the abuse or misuse of applications for refugee recognition status, but there has been a persistent surge in the abuse or misuse of applications, resulting in a situation where the prompt protection of genuine refugees has been hindered.

Overview

The vast majority of those returned to Turkey are nationals from countries other than Syria. The majority are Pakistani nationals (42 per cent of total). Syrians constitute 15 per cent of the total number of those returned, and are followed by Algerians, Bangladeshis and Afghans.

TRENDS AND KEY FIGURES

Between 1 January 2017 and 30 November 2017, 171,300 refugees and migrants arrived by sea and land to Europe (Greece, Italy, Spain and Cyprus only, including arrivals to the Canary Islands and by land to Spain). While sea arrivals to Europe in November were 51% lower than last year, largely due to fewer people crossing from Libya, higher numbers crossed from Libya in November than in October while Spain recorded the highest number of land and sea arrivals this year.

During October – November 2017 DTM Libya’s Mobility Tracking identified 432,574 migrants* across all 22 mantikas (regions) in Libya. Migrants were identified in 99 baladiyas and 531 muhallas.
