On Monday 16 October 2017 the Council adopted the EU Annual Report on Human Rights And Democracy in the World in 2016.
2016 was a challenging year for human rights and democracy, with a shrinking space for civil society and complex humanitarian and political crises emerging. In this context, the European Union showed leadership and remained strongly committed to promote and protect human rights and democracy across the world.
This report is a comprehensive presentation of all data on migration gathered through IOM’s DTM programme for July-August.

2 October 2017 – The number of those needing humanitarian assistance is at its highest since the end of the Second World War – some 145 million people. Several protracted crises in Africa and the Middle East are deteriorating and climate-induced emergencies, sometimes combined with violent conflict, continue to wreak havoc on vulnerable communities. Amid all this, United Nations-coordinated response plans remain severely underfunded.
CERF enables fast, flexible and needs-based support for people affected by humanitarian emergencies. The UN General Assembly established the fund in 2005 to provide timely assistance in crises. Since its operational launch in 2006, CERF has developed a reputation for its ability to kick-start humanitarian action, scale up the response to emergencies and serve as a lifeline for people struggling to survive in the world’s most underfunded crises.
The Global Hunger Index (GHI) is designed to comprehensively measure and track hunger globally and by country and region. Calculated each year by the International Food Policy Research Institute (IFPRI), the GHI highlights successes and failures in hunger reduction and provides insights into the drivers of hunger. By raising awareness and understanding of regional and country differences in hunger, the GHI aims to trigger actions to reduce hunger.

Ladies and gentlemen,
It is an honour to be here today, and to share the floor with such distinguished colleagues - with whom UNHCR has enjoyed a strong collaboration for many years.
The New York Declaration resonated as a bold step forward for a world struggling to meet the challenges of large-scale refugee flows, and increasingly complex migratory movements.
International prices of wheat dipped in August, after increasing in the past few months, following an upturn in production prospects in the Black Sea region which improved the 2017 global supply outlook.
Maize quotations also fell on improved weather conditions and abundant global supplies. International prices of rice were relatively stable, although price movements were mixed across the different rice market segments.

As I enter the final year of my current mandate – a year which I will discharge with vigour and determination – I wish to begin with a few short reflections drawn from the past three years.
