Guide for policy makers
This report provides an overview of alternatives to immigration detention in Africa. Drawing from examples in 32 African countries, the report highlights some of the measures in place that contribute to the effective and humane governance of migration, while avoiding the use of unnecessary immigration detention.
African policy makers are facing both internal and external pressure to manage migration more effectively. The research undertaken for this report demonstrates that:

The Cash+ model supports the enhancement of vibrant and diversified livelihoods, providing an important safety net against shocks and stresses for poor and vulnerable rural households. As such, the model has great transformative potential.

I. EXECUTIVE SUMMARY
Facing recurrent food and nutrition insecurity affecting Sahelian and West African populations, governments and their development partners have set up mechanisms to monitor food situation.
However, these mechanisms do not use the same methodological approaches, which often lead to results that are difficult to compare and which at times are even contradictory.
A growing acceptance of cash transfers as an inter-sectorial tool is accompanied by a better understanding of this approach and its potential to break the cycle of poverty, after much discussion on the role cash transfers have to play in building resilience.
