This price watch bulletin covers the quarterly period from September to November 2008. The objective of the bulletin is to provide early warning information on price changes of staple food commodities and their likely impact on the cost of the food basket. Price changes are determined for each country on a quarterly basis.

Highlights:

- Prices still remain significantly higher compared to last year and long term averages, especially in Eastern and Southern Africa, Asia and Middle East.

Good conditions in pastoral areas, harvests of earlymaturing grain crops (millet and sorghum) and the smooth operation of emergency relief programs have considerably improved food security conditions in most rainfed farming, agropastoral and transhumant pastoral areas. However, in some cases, the long periods of drought in certain parts of Gorgol, (the south, north and east), Trarza (the west and north), Brakna (Magta Lahjar department) and Hodh Ec Chargui (Bassikounou department) affected the maturation of rainfed crops (Figure 1).

The security situation in eastern DRC remains precarious with humanitarian aid still not reaching many people. The cholera outbreak in Zimbabwe is not yet under control. The outbreak has spread in the Southern African countries. WHO and partners continue to support efforts aimed at information sharing from affected border districts, strengthening surveillance, as well as for resource mobilization.

Highlights of a new FAO report

- As the year draws to a close, FAO's latest estimates confirm that a new record high level of global cereal production was achieved in 2008, sufficient to cover the expected increase in utilization in 2008/09 and also allow for a moderate replenishment of world reserves.

- Most of the increase in production this year has been among the developed countries, with that in the developing countries rising just marginally.

The situation in DRC is still unstable with humanitarian aid not reaching many people. The cholera outbreak in Zimbabwe is still out of control. The outbreak is spreading in the Southern African countries. WHO and partners continue to support efforts aimed at information sharing from affected border districts, strengthening surveillance, as well as for resource mobilization.

Desert Locust hoppers and adults are gregarizing and forming small groups in a remote and difficult area of Mauritania east of Nouakchott and south of Akjoujt. The infestations are present on drying bushes in between sand dunes within an estimated area of about 25 km by 15 km. Unconfirmed reports from nomads suggest that a larger area could be infested.

The infestations developed from breeding that started in late August, followed by a second generation of breeding in late October. The current infestations consist of mainly late instar (wingless) hoppers.

The 2008-2009 growing season was characterized by good rainfall generally well distributed over space and time. The cereal production for this growing season is estimated at 54 million metric tons including 9 million metric tons of rice and 45 million metric tons of dry land cereals for the Sahel and West Africa. The Sahelian cereal production is estimated at 15 500 0001 metric tons.

BOYINGEL THILLE, 27 novembre 2008 (IRIN) - Le gouvernement mauritanien a promis à des milliers de citoyens rapatriés, en attente de se voir délivrer leurs documents légaux depuis près d'un an, qu'ils recevraient leurs cartes d'identité d'ici à la fin de l'année.

« Sans papiers, je ne peux pas quitter ce camp [de rapatriés] parce que je ne peux pas passer les postes de contrôle de la police », s'est plaint Abdoulaye Samba Sow, chef d'un des 34 camps composés de tentes, o=F9 sont logés les rapatriés, dans les régions sud de Trarza et Brakna.

BOYINGEL THILLE, 26 November 2008 (IRIN) - The Mauritanian government has promised thousands of repatriated citizens waiting for their residency papers for nearly a year that they will receive identity cards by year's end.

"Without papers, I cannot leave this [returnees] camp because I cannot get past the police checkpoints," said Abdoulaye Samba Sow, chief of one of the 34 tent communities for returnees located in the southern regions of Trarza and Brakna.
