As unseasonably early and foreboding showers fell in Maputo on the afternoon of Tuesday, Sept. 19, Reginaldo and Ruth Zavala huddled in their tiny reed hut. Last February, Mozambique's worst floods in 50 years swept away their cinder block home and - along with it - everything they owned. Now they are forced to sleep on a mud floor. A small straw matt serves as a bed for them and their four children.

As Cyclone Hudah edges along the coast of Mozambique, aid agencies are stockpiling relief supplies and local authorities are on full alert. Heavy rains are falling on the northern part of the country, away from areas to the south that are still reeling from two previous cyclones and the worst flooding Mozambique has experienced in half a century.

Just as relief convoys began to make their way along roads that for weeks had been cut off by floodwaters, the rains returned to flood-ravaged Mozambique, presenting serious logistical problems for the international relief effort, aid workers said. A major road from Beira to Save, in a badly affected region, was closed because of the rain, delaying the distribution of supplies by truck. The road was unlikely to reopen for at least another week, the World Food Program (WFP) said.

More heavy rains drenched thousands of Mozambique flood refugees living in 74 temporary camps, most of them sleeping out in the open in the middle of the deluge. Disease still stalks the refugees, especially the children, many of whom lost touch with their parents during the evacuation and are living at the camps unaccompanied.
