HUMANITARIAN AID AND THE SWISS HUMANITARIAN AID UNIT

Emergency aid and reconstruction measures supported by Switzerland directly benefit around three and a half million people a year.
Given their scale and tragic consequences, Swiss Humanitarian Aid has focused its attention on the conflicts in Syria and Iraq, South Sudan and the Central African Republic, and the Ebola epidemic in West Africa. (p. 8)

Gender equality is a matter of social justice. It is of particular importance when it comes to rural development due to the repercussions on food security. In its seminal report of 2011 the United Nations Food and Agriculture Organisation (FAO)1 estimated that if women had the same access to resources as men their total production would increase by 20% to 30%. This would mean a reduction of 12% to 17% in the number of persons suffering from hunger worldwide.

Bern, 27.06.2014 - Switzerland contributed significantly to demining the province of Maputo, Mozambique, declared "free of mines" on 21 March 2014. This success will allow the inhabitants of the decontaminated zones to return to work in their fields without fear. At the same time it was taking action in the field, Switzerland also took part in the Review Conference of the Ottawa Convention on the Prohibition of Anti-Personnel Mines in Maputo from 23 to 27 June 2014.

The just-published 2012 Annual Report on Switzerland's International Cooperation sets out a unified strategy that encompasses – for the first time – humanitarian aid, technical and financial cooperation, economic and trade policy measures, and cooperation with the countries of Eastern Europe. SDC Director-General Martin Dahinden and State Secretary and Director of SECO Marie-Gabrielle Ineichen-Fleisch stress that this important milestone has been welcomed both by Parliament and by public opinion.

On 8 May 2013 the Federal Council decided to grant Burkina Faso and Mozambique general budgetary assistance of CHF 32 million each for the years 2013 to 2016. This will support both countries in implementation of their poverty reduction strategies, which focus on broad-based and sustainable growth.

From 14 to 19 December 2009, malaria will be making the headlines thanks to the "Every penny counts" charity appeal, run by DRS 3, SF (Swiss-German radio and television respectively) and Swiss Solidarity. Switzerland has long been involved in the battle to eradicate this plague which claims the lives of close to one million children every year.

Successful, but still more to do

Official development cooperation between Switzerland and Mozambique began 30 years ago. With an annual budget of CHF 30 million earmarked to finance cooperation, this southern African country belongs to the priority countries of Swiss cooperation. Although major objectives have been attained, much still remains to be done.

With a population of some 20.5 million people, Mozambique numbers among the poorest countries in the world. The average daily income per capita amounts to just one US Dollar.

With its Message on the Continuation of Technical Cooperation and Financial Aid for Developing Countries 2009 - 2012, the Federal Council presented a unified strategy for the Swiss Government's development cooperation as a whole.

By means of this Message, the Federal Council gears Swiss development cooperation to three priorities:

- reducing poverty;

- reducing security risks;

- co-shaping a form of globalization that promotes development.

Four-and-a-half billion Swiss francs have been allocated for this work for the period 2009-2012.

The Water and Sanitation Project in Cabo Delgado which improves water supply systems and access to water in rural districts in Mozambique has won the international Energy Globe Award 2007 in the category 'Water'. The project, co-financed by the Swiss Agency for Development and Cooperation (SDC) and Helvetas, has benefited 46 communities and about 30'000 people.

The Energy Globe is awarded to projects from all over the world which make careful and economical use of resources and employ alternative energy sources.

The Swiss Agency for Development and Cooperation, SDC, is donating an additional SFr. 2 million on behalf of the hunger victims in southern Africa. The money is going to the World Food Program, WFP, for the purchase of grain. The total amount of emergency aid from Swit-zerland to southern Africa has reached SFr. 5 million.

The additional swiss contribution of SFr. 2 million will be used by the WFP to buy and mill grain.

Switzerland is participating in emergency aid activities on behalf of famine-hit regions of southern Africa. In response to the ever-worsening food situation, the Swiss Agency for Development and Cooperation SDC has been contributing to the efforts of Swiss non-governmental organizations and the World Food Program (WFP) to distribute grain and milk products. So far this year, the SDC has committed around SFr. 3 million to emergency aid activities in southern Africa.

Swiss development assistance for Mozambique after the floods has been primarily devoted to emergency needs. But Switzerland will also do whatever is possible to continue supporting the process of reconstruction begun in 1992 in this SDC target country.

Eight years of peace and stability have enabled Mozambique to engage in a process of reconstruction.
