Executive Summary

In 2009, an estimated 400 000 children were newly infected with HIV, with 90% of infections occurring in children in sub-Saharan Africa through mother-to-child transmission (MTCT). Without any intervention, the risk of MTCT ranges from 20% to 45%; without any treatment, half of the babies will die before their second birthday. About 42 000 to 60 000 of pregnant women die from HIV. In contrast, in high-income countries, the number of new infections among children as well as the number of maternal and child deaths due to HIV are virtually zero.

In Syria, heavy fighting continues between the Government and opposition groups as well as infighting within the opposition. Against this background, the UN Security Council endorsed the Russia-US agreement on the elimination of Syria’s chemical stockpile. There are now over 2.1 million Syrian refugees in neighbouring countries. As of 27 September, heavy shelling is preventing an estimated 70,000 Syrian refugees from crossing into Jordan, leading them to face severe food insecurity as they remain stranded on the border.

As the ICRC Water and Habitat Unit celebrates its 30th anniversary, we look back at some of the ICRCs most significant water, sanitation and shelter operations over the last three decades.

In 1859, four years before the ICRC was formed, our founder Henry Dunant made water one of his priorities as he struggled to help wounded soldiers after the Battle of Solferino. Thirty years ago, our awareness of the essential role of water, sanitation and habitat for the victims of conflict led us to create the Water and Habitat Unit, known as "WatHab."

The Southern Africa Regional Representation Office (SARRO) began 2013 with minimal staff and in the relatively newly-established location of Gaborone, Botswana. The challenges faced due to these circumstances have been previously reported in both the 2012 Annual Report and the Development Operational Plan. This notwithstanding, SARRO was accredited diplomatic status by the Government of the Republic of Botswana during the first half of the year.

In Syria, the Syrian Government forces captured Qusayr, a strategic city in Homs province connecting the capital to the Mediterranean coast. Forces loyal to Syrian President Bashar al-Assad were reported to have killed at least 100 people who fled the town of Qusayr after it was captured by army troops on 9 June. The UN and the ICRC have requested humanitarian access to Qusayr, but this request was turned down by the Syrian Government despite winning assurances of access earlier in the week.

In Syria, the government military continued its offensive on opposition-controlled Qusayr, a strategic city in Homs province connecting the capital to the Mediterranean coast. Humanitarian agencies expressed alarm over the fate of thousands of civilians still trapped in the city. The UN estimates that over 6.8 million people are in need of humanitarian aid in Syria. While an estimated 5 million people are internally displaced, the number of Syrians registered or awaiting registration in host countries has surpassed 1.6 million.

The just-published 2012 Annual Report on Switzerland's International Cooperation sets out a unified strategy that encompasses – for the first time – humanitarian aid, technical and financial cooperation, economic and trade policy measures, and cooperation with the countries of Eastern Europe. SDC Director-General Martin Dahinden and State Secretary and Director of SECO Marie-Gabrielle Ineichen-Fleisch stress that this important milestone has been welcomed both by Parliament and by public opinion.
