The Responsibility to Protect (R2P) is a global norm, unanimously adopted by heads of state and government at the 2005 UN World Summit, aimed at preventing and halting Genocide, War Crimes, Ethnic Cleansing and Crimes Against Humanity. R2P stipulates that:

» Every State has the Responsibility to Protect its populations from the four mass atrocity crimes (Pillar I).

» The wider international community has the responsibility to encourage and assist individual States in meeting that responsibility (Pillar II).

WFP is aware of reports that it has halted food distributions in Myanmar's Rakhine state in the last day or so. In fact, WFP has not been able to distribute food in a number of locations in northern Rakhine since mid-July. Furthermore, WFP was unable to distribute food throughout Rakhine last week due to ongoing security challenges. This left a total of 250,000 people, including internally displaced persons and other vulnerable populations, without regular food assistance. WFP maintains a regular presence in the area and hopes to resume distributions as soon as possible.

Ethiopia has the presidency in September. A visiting mission to Addis Ababa is planned in early September for the 11th annual consultative meeting between members of the UN Security Council and members of the AU Peace and Security Council (PSC). Immediately after the visit there will be a briefing on the visiting mission. A briefing on the report of the Secretary-General on strengthening the partnership between the UN and the AU by UN Special Representative to the AU Haile Menkerios is also expected in September.

More people have died delivering aid in Syria than anywhere else in 2017, an analysis by international aid organisation CARE Australia has found.

New figures reveal 80 aid workers have been killed this year, including 29 in Syria where there has been intense fighting since 2011.

“Syria is the most dangerous place on earth to be an aid worker,” said CARE Australia’s Gender in Emergencies Specialist Isadora Quay.
