While the financing sources of non-state armed groups (NSAGs) both during active hostilities and after peace agreements has received much attention in the academic and peace-practitioner fields, information about the funding of NSAGs during the time between active fighting and the conclusion of a peace agreement is much less available. This study aims to fill that gap by investigating the sources of financial support for armed groups during ceasefires and peace negotiations.

AFGHANISTAN

Since 1 January, more than 1,000 people have been displaced from Nangarhar to Kabul. Military operations in Kapisa reportedly also displaced 2,000 people within the province, while nearly 1,000 people from three neighboring provinces were also displaced into Kapisa. In 2017, more than 448,000 people were displaced due to conflict in Afghanistan, an average of more than 1,200 people every day. The highest number of displaced people was recorded in Nangarhar Province (123,538 IDPs), followed by Kunduz (39,550 IDPs) and Badghis (26,659 IDPs).

EXECUTIVE SUMMARY

This report focuses on lessons learned by WFP from the Ready to Respond project, a joint UN humanitarian preparedness programme funded by the UK Department for International Development (DFID).

Ready to Respond was instigated in late 2013 by UNICEF and WFP, who were joined in 2015 by OCHA and UNHCR. DFID’s support enabled the agencies to implement a wide range of preparedness activities, aiming at reinforcing their own capacity and the capacity of partners in being better prepared to respond to disasters.

MYANMAR

Armed clashes in northern Shan State have displaced over 900 people from Ahr Pyaung village in Kyaukme Township and from Kyauk Phyu Lay village in Namhsan Township as of 1 January, according to the Relief and Resettlement Department (RRD) in Kyaukme. Displaced families are staying in four displacement sites in Kyaukme town. RRD, local CSOs and private well-wishers have provided immediate support.

The Asia-Pacific series of Conferences on Military Assistance to Disaster Relief Operations (APC-MADRO) that took place over a five-year period (2005-2010), were organised with the aim of developing collaborative Guidelines to assist the planning of foreign military assistance in support of disaster response operations in the Asia-Pacific region. At the end of this process, the Asia-Pacific Regional Guidelines for the Use of Foreign Military Assets in Natural Disaster Response Operations (APC Madro Guidelines) were finalized and endorsed.
