In July 2017 the Peace and Security Council (PSC) discussed the situation in Guinea-Bissau, renewed the mandate of the African Union Mission in Somalia (AMISOM) and looked at the security implications of the free movement of goods and people in Africa.

On 11 July the PSC held a meeting on Guinea-Bissau. It supported the efforts of the Economic Community of West African States (ECOWAS) to ensure the implementation of the Conakry Agreement signed on 19 October 2016.

Overview

In 2017, between January and June, 99,865 refugees and migrants crossed the Mediterranean Sea from North Africa and Turkey. Most crossed the central Mediterranean from Libya to Italy. The top five countries of origin during this period were Nigeria, Côte d’Ivoire, Bangladesh, Guinea (Conakry) and The Gambia. In the first six months of 2017, 74% of arrivals were men, 15% children, and 11% women.

Population movements

IOM works with national and local authorities in order to gain better understanding of population movements throughout West and Central Africa. Flow Monitoring Points (FMPs) allow IOM to quantify and qualify migration flows, trends, and routes, at entry, transit or exit points (such as border crossing posts, bus stations, rest areas, police checkpoints and reception centers). As of February 2016, IOM Niger has been carrying out flow monitoring of migrants at two points in Niger in the region of Agadez.

UN High Commissioner for Refugees Filippo Grandi expressed shock and outrage after unknown attackers fired shots at a UNHCR vehicle in Timbuktu, Mali on Tuesday – injuring two staff members. The vehicle came under fire despite being clearly identified with the UN Refugee Agency’s logo. Both of the injured are currently receiving medical care.

“I am deeply shocked by such an attack on our colleagues in Timbuktu, who are providing assistance and protection to those fleeing violence,” High Commissioner Grandi said.

Plus de 7 000 personnes ont été touchées par des inondations principalement dans le nord du pays depuis le début de la saison des pluies en juin. Plus de 400 maisons ont été détruites et plus de 300 autres ont été endommagées. Les communautés pastorales ont été particulièrement touchées avec plus de 26 000 animaux perdus à ce jour. Les deux tiers du nombre total de personnes touchées ainsi que le plus grand effectif de bétails perdus sont enregistrés dans la région de Tombouctou.

More than 7,000 people have been affected by floods primarily in the north of the country since the beginning of the rainy season in June 2017.

More than 400 houses were destroyed and more than 300 damaged. Pastoral communities have particularly been affected with 26,000 animals lost so far. The most affected region is Timbuktu with two thirds of the overall number of affected people and almost 100% the lost animals.
