As at end December 2017, UN-coordinated appeals and refugee response plans within the Global Humanitarian Overview (GHO) required US$24.7 billion to meet the humanitarian needs of 105.1 million crisis-affected people in 38 countries. Together the appeals were funded at $13.8 billion, or 54% of requirements. Funding for the appeals in 2017 fell 46% short of requirements, with $10.9 billion outstanding.
Contexte de la région
Crée par la loi N°2012-018 du 15 février 2012, la région de Taoudénit est située au nord de celle de Tombouctou. La nouvelle région a pris forme officiellement en février 2016.
La mise en place des autorités du collège transitoire date d’avril 2017. La région compte (06) cercles : Foum Elba, Taoudénit, Boujbeha, Arawane, Achourat et Al-Ourche. Les services étatiques sont basés dans la ville de Tombouctou du fait de la situation sécuritaire de la région et aussi à cause du manque d’infrastructures.
Across the Sahel region, more than five million people are facing the consequences of forced displacement. Persistent instability in northern Mali, Boko Haram-related violence and insecurity in the Lake Chad Basin, and the impact of the conflict in the neighbouring Central African Republic continue to cause massive population displacements and hinder the return of displaced people to their homes.

More than five years after the escalation of conflict in northern Mali, progress has stagnated and new momentum is required to avoid a significant setback in Mali's recovery. The signature of the Agreement for Peace and Reconciliation in 2015 opened a unique window of opportunity, but the Malian peace process has fallen short of expectations as implementation of the agreement remains delayed. Communities whose lives were shattered by the conflict have not yet seen tangible progress and remain highly vulnerable.

The humanitarian situation continues to deteriorate in the north and center of the country as a result of persistent insecurity, clashes between armed groups and defense/security forces, as well as inter-community conflicts and tensions. All this leads to the displacement of people inside the country. Ambient insecurity also negatively affects household livelihoods and limits their access to basic social services. Nearly 4.1 million people are in need of food assistance, including 795,000 people in the severe phase.

More than 7,000 people have fled Cameroon’s crisis-hit English-speaking regions to neighbouring Nigeria since October. UNHCR and Nigeria’s refugee commission have registered 5,200 in Cross River and Taraba states. Around 2,000 others are awaiting registration. Cameroonian security forces recently launched a crackdown against a separatist movement in the NorthWest and South-West regions where protests erupted last year over alleged Government marginalisation.
World Humanitarian Data and Trends presents global and country-level data-and-trend analysis about humanitarian crises and assistance. Its purpose is to consolidate this information and present it in an accessible way, providing policymakers, researchers and humanitarian practitioners with an evidence base to support humanitarian policy decisions and provide context for operational decisions.
The information presented covers two main areas: humanitarian needs and assistance in 2016, and humanitarian trends, challenges and opportunities.

Des groupes armés rivaux dans la ville de Mobaye, au sud du pays, ont accepté de cesser le feu, de libérer les routes principales et de permettre des opérations d'aide. L'assistance alimentaire, la protection civile et l'éducation sont les besoins humanitaires urgents. Une organisation humanitaire a déjà envoyé des approvisionnements médicaux à la ville où une alerte de potentielle crise nutritionnelle a été lancée.
ATTACKS CLAIM 10 LIVES IN CRISIS-HIT REGION
At least 10 people were killed on 7 and 10 December in the South-West region, which along with the North-West, have been gripped by protests and violence against alleged Government marginalisation. More than 5,000 people have already fled to neighbouring Nigeria. There are fears that the figure could rise with the escalating tensions.
CENTRAL AFRICAN REPUBLIC
AID ACCESS IMPROVES IN MOBAYE
(New York, 8 December 2017): Today, the United Nations Central Emergency Response Fund (CERF) hosted its annual high-level pledging conference for 2018. Thirty-six donors pledged US$383 million to the Fund to ensure urgent humanitarian aid reaches people in need whenever and wherever crises hit. CERF also reached a record high income of $504 million for 2017 through additional commitments made by donors.

DROUGHT LEAVES 28,000 FOOD INSECURE
Around 28,000 people are in “crisis” and “emergency” phases of food insecurity following poor harvest in this year due to irregular and low rainfall. The number is projected to reach 36,000 in 2018 if no adequate measures are taken. Overall food security is currently stable, with cereals available in markets. However, prices have increased. The authorities have developed a 7.7 million-euro programme to save livestock and provide employment to the affected population.

It is based on data gathered from hundreds of different sources, including from hundreds of thousands of face-to-face interviews with people affected by humanitarian crises across the 30 or 40 countries where we expect to need to deliver a humanitarian response in 2018.
