A total of 66,268 migrants and refugees arrived in Europe through different land and sea routes between January and August 2019, 24 per cent less than the same period last year when 87,611 sea and land arrivals were reported, 50 per cent less than the 133,390 arrivals registered in this period of 2017 and 78 per cent less than the 296,512 registered during this period in 2016.

Overview

In the first six months of 2019, just over 20,200 refugees were submitted by UNHCR for resettlement to 18 countries in Europe. This is almost two-thirds of the total submission in 2018, and already more than double the average rate of 17,800 submissions per year during the previous 10 years. Three countries that received smaller numbers of resettlement submissions in 2018 have not yet received submissions during 2019.

OVERVIEW

CONTEXT

The 26th round of DTM data collection in Libya took place between 13 June and 04 August 2019. DTM identified at least 655,144 migrants currently present in Libya who originated from more than 39 countries. Migrants were identified in all 100 municipalities, within 559 communities.
Throughout the reporting period, the armed conflict in South Tripoli which started on 04 April 2019 continued with substantial impact on the situation of migrants in and surrounding conflict-affected areas.

OVERVIEW

Between 1 January and 30 June 2019, some 37,100 refugees and migrants arrived via the three Mediterranean routes from North Africa and Turkey. Most crossed the Eastern Mediterranean from Turkey. Arrivals in 2019 most commonly originated from Afghanistan,
Morocco, Syria and Mali.

In 2019, 57% of arrivals were men, 18% women and 25% children.

The Responsibility to Protect (R2P) is a global norm, unanimously adopted by heads of state and government at the 2005 UN World Summit, aimed at preventing and halting Genocide, War Crimes, Ethnic Cleansing and Crimes Against Humanity. R2P stipulates that:

"Every State has the Responsibility to Protect its populations from the four mass atrocity crimes (Pillar I). "

"The wider international community has the responsibility to encourage and assist individual States in meeting that responsibility (Pillar II)."

Arrivals to Europe between January and December 2018

Between January and December 2018, some 30,085 children arrived in Greece, Italy, Spain and Bulgaria, of whom 12,717 (42%) were unaccompanied or separated children (UASC). Arrival of children overall in 2018 dropped by 7% compared to 2017 (32,963).
