TRENDS AND KEY FIGURES

In May, 6,300 refugees and migrants arrived to Europe, primarily via Greece, Spain and Italy. Overall arrivals to Greece increased marginally compared with the previous month (3,198 versus 3,020), while arrivals to Spain (1,928 versus 1,539) increased by 20% and those to Italy rose (255 versus 782). So far this year just over 27,800 refugees and migrants arrived to Europe via the three Mediterranean routes compared to 43,569 that arrived in the same period last year, marking a 36% decrease.

Heavy rainfall causes flooding in eastern Uganda and northwestern Kenya

  1. A delayed onset to the March-May rainfall season coupled with high temperatures has caused dryness in parts of Ethiopia, Kenya, Somalia, and Uganda.

  2. Below-average rainfall over the past two months have led to early-season deficits and abnormal dryness in Nigeria.

  3. Heavy rainfall during the past weeks has caused flooding in eastern Uganda. Continued rainfall next week is likely to maintain high flooding risk.

Overview

Between 1 January and 30 April 2019, 779 refugees and migrants arrived in Italy by sea, compared to 9,467 in the same period last year. In April 2019, 255 individuals reached Italian shores. This is comparable to monthly sea arrivals in March this year, when 262 persons were registered at landing points in southern Italy.

Tunisia is primarily a transit country for most migrants, refugees and asylum-seekers. This population arrives by air, land and sea, through regular and irregular channels, often with the aim of moving onward to Europe.

Individuals rescued at sea, intercepted, or arrested on the grounds of irregular stay or attempted irregular departure, are often referred to humanitarian actors by the authorities, and are then profiled, to obtain individuals’ demographic data and to identify protection issues and specific needs.

The Responsibility to Protect (R2P) is a global norm, unanimously adopted by heads of state and government at the 2005 UN World Summit, aimed at preventing and halting Genocide, War Crimes, Ethnic Cleansing and Crimes Against Humanity. R2P stipulates that:

"Every State has the Responsibility to Protect its populations from the four mass atrocity crimes (Pillar I). "

"The wider international community has the responsibility to encourage and assist individual States in meeting that responsibility (Pillar II)."

Between January and December 2018, some 30,085 children arrived in Greece, Italy, Spain and Bulgaria, of whom 12,717 (42%) were unaccompanied or separated children (UASC). Arrival of children overall in 2018 dropped by 7% compared to 2017 (32,963).

Overall arrivals to Greece decreased compared with the previous month (2,887 versus 3,159), while arrivals to Spain (1,540 versus 1,000) increased by 55% and those to Italy remained consistent (273 versus 262). So far this year almost 20,600 refugees and migrants arrived to Europe via the three Mediterranean routes compared to over 30,900 that arrived in the same period last year, marking a 33% decrease.

Between 1 January and 31 March 2019, 524 refugees and migrants arrived in Italy by sea, compared to 6,296 and 24,292 in the same period in 2018 and 2017, respectively. In March 2019, 262 individuals reached Italian shores. This is the highest number of monthly sea arrivals since the beginning of 2019 (in January and February 2019, 202 and 60 refugees and migrants arrived by sea, respectively.

MIGRANT BASELINE

The 24th round of DTM data collection in Libya took place in January and February 2019. DTM identified at least 666,717 migrants currently present in Libya. Migrants were identified in all 100 municipalities, within 570 communities and originated from more than 38 countries.

This edition of DTM’s Migrant Report includes a new health surveillance component integrated under the Flow Monitoring Survey methodology to better understand the health conditions and challenges migrants face in Libya, please refer to page 15 for more details.

Overall arrivals to Spain decreased by just over 26% compared with the previous month (1,006 versus 1,366) while arrivals through routes to Greece (3,159 versus 2,316) and Italy (262 versus 60) increase compared with the previous month. So far this year some 15,900 refugees and migrants arrived to Europe via the three Mediterranean routes compared to over 19,200 that arrived in the same period last year, marking a 17% decrease.
