Description of the disaster

In the afternoon of 6 August 2016, torrential rains caused tremendous flash floods in the former Yugoslav Republic of Macedonia, severely affecting inhabited areas and agricultural regions in Skopje and Tetovo. The rain’s volume was measured at a quantity of 97 l/m2 , accompanied by strong winds of around 100 km/h.

As of 8 February 2017, there have been 11,233 new arrivals to Greece, Italy and Bulgaria, as countries of first arrival to Europe, including more than 9,000 to Italy. This is an increase for Italy of almost one third against the same period in 2016.

Description of the disaster

In the afternoon of 5 January 2016, the western and north-eastern parts of the former Yugoslav Republic of Macedonia were hit by a heavy snowstorm. In the evening, the temperatures decreased to 25 Celsius degrees below zero. The mountain passes through Gostivar, Kicevo, Kriva Palanka – Kustendil put a ban on the movement of heavy vehicles, while motor vehicles were moving in difficult conditions due to the icy road conditions.

The situation

A period of exceptionally cold and snowy winter weather occurred in the first half of January 2017 in Eastern, Central and Southern Europe, including Turkey and Greece.

Homeless people, asylum seekers, refugees in camps and Internally Displaced People (IDPs) have been among the most vulnerable.

In Greece and the Balkans, teams are assisting both the local population (homeless, vulnerable people, stranded motorists) and asylum seekers and refugees who have already endured months in harsh conditions.

The situation

Severe winter weather and extreme temperatures as low as – 30 degrees Celsius in some areas are affecting much of Central, Southern and Eastern Europe, including Turkey and Greece. The worst of the cold weather began at the beginning of January in many countries but in Poland, the impact of freezing temperatures was felt as early as November 2016.

The media has reported at least 40 deaths. Homeless people, asylum seekers, refugees in camps and IDPs in Ukraine are among the most vulnerable.

This Operations Update no. 3 reports on the latest activities carried out by the Red Cross of the former Yugoslav Republic of Macedonia and reflects adaptations to the budget to ensure efficient distribution of remaining funds for covering the needs of the vulnerable target population. The proposed changes are mainly in the areas of procurement for emergency shelter, food and non-food items, clothing, as well as minor additional community engagement activities.   • Since the EU-Turkey agreement, sea arrivals to Greece have significantly dropped compared to 2015, but many migrants continue to reach Europe. Since the summer, there was a shift of sea arrivals to Italy, but every European country has been affected by the migration crisis which is the biggest one for the continent since the second World War.

The Red Cross of the former Yugoslav Republic of Macedonia, however, is constantly assessing the situation and has determined that international assistance is required at the moment, and it is therefore seeking funding or other assistance from donors at this point in time.

Flash flooding and gale-force winds have killed 22 people and left more than 60 injured after a sudden storm hit the north of the former Yugoslav Republic of Macedonia this weekend.

More than 40 volunteers and staff from the Red Cross helped to evacuate hundreds of people from Gazi Baba municipality, the country’s capital Skopje and villages around Tetovo city. Families who had to leave their homes are staying in reception centres near Skopje.

Combined Monthly Europe Population Movement Operations Update

A. Highlights

  • The Italy: Population Movement appeal has been revised with an increased budget of 9,495,715 Swiss francs which includes search and rescue activities in the Mediterranean. The Italian Red Cross is teaming up with independent charity Migrant Offshore Aid Station (MOAS) on a joint life-saving mission in the Mediterranean.

Given the developments after the EU-Turkey agreement and with the closure of the Western Balkans migratory route, this Revised Emergency Appeal reflects the current situation in Serbia. The Red Cross of Serbia (RCS), in addition to assisting those people that are stranded in the country, is still assisting people in the move, although now in much smaller numbers - around 200 to 300 persons per day. The budget of this Revised Emergency Appeal has been decreased to 2,775,648 Swiss francs to provide essential services to 196,000 people with an extended timeframe until 31 December 2016.
