I. Country Context

Countries of South East Europe and the Caucasus (SEEC) are highly vulnerable to natural hazards. Ninety percent of the area of South East Europe is located within trans-boundary river basins, which makes the region highly prone to floods. Due to climate change, the frequency and severity of natural disasters, particularly those of hydro-meteorological origin, are rising in all SEEC countries.

Executive summary

Some 2.5 million people are internally displaced in Europe in 2009. They are in Armenia, Azerbaijan, Bosnia and Herzegovina, Croatia, Cyprus, Georgia, Kosovo, Macedonia, the Russian Federation, Serbia and Turkey. Most fled their homes more than 15 years ago as a result of violence and armed conflict, and are living in situations of protracted displacement. Over time, many have become marginalised and have been unable to improve their situation.

Recommendation 1652 (2004)1

1. The situation of refugees and internally displaced persons (IDPs) is an abnormal and temporary state that must be resolved either by return, integration in the host country or resettlement in a third country. A decision on which course to take should be a matter of priority. Pending that decision, educational provision must be made for each eventuality.

2. For refugees and IDPs education is a basic essential, as also, depending on age, are further education and vocational training.

OSLO/GENEVA, 23 October 2003 - The Norwegian Refugee Council (NRC) today called on the Organisation for Security and Cooperation in Europe (OSCE) to increase efforts to address the plight of the three million people who have been displaced within their own countries by armed conflict or human rights violations and still wait to be able to return to their homes.

1. The North Atlantic Alliance, at its Prague summit, did not invite Albania to become a member. While seven other ex-communist countries have started Accession Talks, Albania was considered not to be ready at this stage. However, the NATO Secretary General, during his visit to the country, confirmed that Albania remains a potential candidate to be considered at a next summit.

On May 10-11, the 108th Session of the Committee of Ministers of the Council of Europe (CMCE) was held in Strasbourg. First Deputy Minister of Foreign Affairs Alexander Avdeyev represented the Russian Federation at it. During the discussion that took place, serious concern was expressed over the situation in the Balkans, primarily in connection with the continuing tension in Kosovo and the attacks of extremists in southern Serbia and Macedonia.
