23 Sep 2001 description

Vienna, 23 September 2001. The International Helsinki Federation for Human Rights (IHF) insists that member States of the Organization for Security and Cooperation in Europe (OSCE) observe their commitments to protect human rights and the standards of international humanitarian law in their efforts to combat terrorism, which has been announced as a "top priority" of the organization. Suspects must be brought to justice through legal means, and collective punishment must be avoided if human rights and security are to be protected.
