SKOPJE, Oct 31 (Reuters) - Macedonia cautioned on Wednesday against the politicisation of "criminal" elements in the country, amid growing signs of tension between the authorities and the ethnic Albanian minority.

I. Introduction

1. A significant increase in the numbers of persons of concern to UNHCR brought new challenges in 2006. While there was a 14 per cent increase in refugee numbers from the previous year, the Office's involvement, together with other humanitarian partners, in protecting and assisting internally displaced persons (IDPs) under the inter-agency cluster approach, resulted in a doubling of IDP figures. Thanks to better data capturing, many more stateless people have been identified, also swelling numbers.

This period was marked by exceptional tensions between the ruling and the opposition parties (see graph) of the political blocks of the ethnic Macedonians and the ethnic Albanians. The antagonistic atmosphere was most visibly expressed in the work of the parliament and was intensified during this reporting period due to the efforts of the government to prosecute high profile executives and officials of the former government for alleged corruption.

At the end of July the Swedish Rescue Services Agency (SRSA) sent fire fighting equipment to Macedonia. Several countries have been seriously affected by forest fires and now the SRSA is sending assistance to Albania also.

"We are sending the same type of equipment as we sent to Macedonia but not quite as much of it," says Curt Näslund, project leader for the Albania operation.

"Six containers of equipment and ten cubic metres of foam compound were sent to Macedonia.

In response to the Macedonian government's appeal for assistance, Israel will ship emergency firefighting equipment to help extinguish fires caused by the severe heat wave sweeping the country.
