Claus Vollers, who is NATO's ambassador to Macedonia, told AP in Skopje on 20 December that "it would be a good idea to have a second collection of weapons. We hear shots every night. There are too many weapons around." He suggested that any new collection should be organized by the government and affect ethnic Macedonian civilians as well as ethnic Albanians. Vollers also recommended that financial incentives be offered for turning in weapons, along with stiff penalties for those found in possession of illegal weapons.

The UN Security Council tonight or early tomorrow is expected to authorize a British-led UN security force in Afghanistan to be deployed as early as late December, and which would be allowed to use force. RFE/RL's Jolyon Naegele reports that UN-authorized peacekeeping engagements in the Balkans offer a wealth of lessons to the new force.
