IOM Launches Updated Response Plan for Mediterranean and Beyond

Switzerland - IOM has released an update to its June 2015 response plan “Addressing Complex Migration Flows in the Mediterranean.” It includes a series of proposed interventions to be implemented through December 2016, some of which are already underway, others are still at the planning stage.

ABU DHABI, 17th October 2015 (WAM) - Europe is witnessing its most dramatic influx of refugees since the end of World War II. Vast numbers of refugees, mainly from Syria, but also from Iraq, Eritrea and Afghanistan are fleeing from civil war and conflict resulting in desperate attempts to cross the Mediterranean to Europe where they hope to find safety and shelter.

The European Union and its Member States must urgently scale up their responses to the refugee crisis in the Middle East and Europe as winter approaches before more lives get lost, five major humanitarian organisations said today.

As another high-level EU migration meeting convenes on October 8, the organisations – CARE International, Norwegian Refugee Council (NRC), Welthungerhilfe, International Catholic Migration Committee (ICMC), and World Vision – called for a common and comprehensive approach that addresses root causes of displacement and prioritizes human rights.

  • In Greece, the reception infrastructure, services and registration procedures are falling dramatically short of needs. At all main entry points, there is a lack of adequate reception conditions resulting in serious hygiene, health and protection risks. The limited capacity to respond creates a tense and dramatic situation.

Switzerland - Through two and a half weeks of September, IOM teams have recorded total arrivals to Europe by sea in 2015 at 473,887 men, women and children. At least 182,000 of those migrants have arrived from Syria—making Syrians just under 40 per cent of this year’s total. In 2014, Syrians comprised between 25 per cent and 33 per cent of those entering Europe by sea.

SITUATION

The International Organization for Migration estimates that 350,000 refugees and migrants from the Middle East and Africa have crossed into the European Union between January and August of 2015, a significant increase over previous years. The largest group are those fleeing civil war in Syria, followed by smaller populations from Afghanistan, Eritrea, Nigeria and Kosovo.

Switzerland - The number of migrants, including refugees seeking asylum, who have arrived in Europe by sea so far in 2015 has surpassed 430,000, according to IOM analysis. This figure is double the amount of arrivals in the Mediterranean for the entire 2014, emphasizing the scale of the current migration emergency.

322,500 refugees and migrants have arrived in Europe across the Mediterranean Sea in 2015, including approximately 115,500 in Italy (UNHCR figure as of 31 August), 204,954 in Greece (UNHCR figure as of 28 August), 94 in Malta (official figure as of 31 August) and 1,953 in Spain (official figure as of 31 July). The top nationalities are Syrians (49%), Afghans (12%), Eritreans (9%), Nigerians (4%) and Somalis (3%), data as of 28 August for Greece, as of 4 August for Italy, as of 31 August for Malta and as 31 July for Spain.

In recent weeks, the Turkey to Greece sea passage has surpassed the North Africa to Italy route in volume of migrants and asylum seekers attempting to reach Europe. Increasing numbers of refugees are fleeing extreme human security situations in Syria (ranked 1st and most at risk out of the 198 countries assessed in Verisk Maplecroft’s Human Rights Risk Index 2015), Iraq (3rd) and Afghanistan (5th), placing further pressures on a weakening Greek economy and struggling infrastructure.
