2016 was a challenging year for human rights and democracy, with a shrinking space for civil society and complex humanitarian and political crises emerging. In this context, the European Union showed leadership and remained strongly committed to promote and protect human rights and democracy across the world.

Serious human rights violations are very often an integral part of displacement crises. Certain violations, such as mass killings, arbitrary arrests, torture, and rape, often cause displacement, while others, such as the destruction of homes and property, can be aimed at undercutting the possibility to return home. Forcible displacement is frequently a deliberate strategy used by parties to a conflict and can in itself constitute a war crime or a crime against humanity.

The Human Rights Council this morning heard the Special Rapporteur on human rights defenders and the Special Rapporteur on freedom of religion or belief present their reports, and then held an interactive dialogue with them. It also heard a statement by the President of Timor-Leste.

Summary

It describes the need for experienced and knowledgeable mediators and support teams, with women adequately represented, and sufficient resources to provide assistance at an early stage to help parties design and pursue processes that will address the root causes of their conflicts, overcome obstacles that block progress, and achieve agreements that lead to sustainable peace.

I. Introduction

1. A significant increase in the numbers of persons of concern to UNHCR brought new challenges in 2006. While there was a 14 per cent increase in refugee numbers from the previous year, the Office's involvement, together with other humanitarian partners, in protecting and assisting internally displaced persons (IDPs) under the inter-agency cluster approach, resulted in a doubling of IDP figures. Thanks to better data capturing, many more stateless people have been identified, also swelling numbers.
