The Latin America and Caribbean region is increasingly impacted by natural disasters as well as population movements. In 2017, more than 15.6 million people - including 8 million children were affected by natural disasters. Hurricanes resulted in aggravating the humanitarian situation of more than 1.4 million people in Cuba, Haiti and the Eastern Caribbean islands. Mexico was severely hit by two major earthquakes in September 2017, while floods and landslides further exacerbated the needs of vulnerable children and their families in Colombia and Peru.

The Action Plan aims at strengthening the regional response to large-scale flows of Venezuelans, supporting the efforts that governments have initiated across the region.

Introduction

This supplementary appeal is presented as a follow-up of the Protection and Solutions Strategy for the Northern Triangle of Central America (NTCA) launched in December 2015. It outlines UNHCR’s protection and solutions interventions planned for 2016 to respond to additional and most urgent needs of refugees, asylum-seekers, returnees and internally displaced people from the NTCA in countries of origin, transit and asylum, encompassing Belize, Costa Rica, El Salvador, Guatemala, Honduras, Mexico, Nicaragua, and Panama.

17 June 2016 – The World Health Organization (WHO)/the Pan American Health Organization (PAHO) and partners have set out their strategic response to Zika which will place a greater focus on preventing and managing medical complications caused by Zika virus infection. To date, US$121.9 million are necessary to effectively implement the Zika Strategic Response Plan, July 2016 to December 2017.

The Secretariat has the honour to transmit to the Human Rights Council the report of the Special Rapporteur on extrajudicial, summary or arbitrary executions, Christof Heyns, on an analysis of the progress made by Mexico in implementing the recommendations made following his official visit to Mexico from 22 April to 2 May 2013 (A/HRC/26/36/Add.1). The recommendations in the Special Rapporteur’s mission report were aimed at enhancing the protection of the right to life and strengthening accountability for violations of that right.

This Emergency Appeal seeks a total of 2,380,409 Swiss francs (CHF) to enable the International Federation of Red Cross and Red Crescent Societies (IFRC) to support the National Societies in the Americas region to deliver assistance and support to 200,000 people through direct intervention and 1 million people through indirect community engagement, with a focus on health, water, sanitation, hygiene promotion and preparedness. This regional Emergency Appeal is launched on a preliminary basis pending further assessment and revision in the coming weeks.
