Refugee and Migrant Response Plan

Following the official launch in Geneva on 14 December, the Regional Refugee and Migrant Response Plan (RMRP) was presented during the third meeting of the Regional Inter-Agency Coordination Platform. In 2019 the RMRP offers:

  1. A strategy to address the needs of 2.2 million refugees and migrants in 16 countries, aligned with governments’ responses and in coordination with development actors.

Tijuana, Mexico – 68% de los migrantes centroamericanos que aún permanecen en Tijuana después de las caravanas, que llegaron en noviembre de 2018, todavía están buscando alternativas para ingresar a Estados Unidos. El 22% está buscando trabajo en México, 4% desea retornar a su país de origen. Esos son los resultados de la Matriz de Seguimiento de Desplazamientos (DTM) de la OIM aplicada a los miembros de la caravana que aún se encuentra en la ciudad del norte de México.

Los pasados 20 y 21 de diciembre del 2018, la OIM aplicó encuestas en el albergue El Barretal y en el complejo deportivo Benito Juárez ubicados en Tijuana, Baja California, en la frontera norte de México. La OIM estableció estos dos puntos de monitoreo de flujos debido a la confluencia de personas migrantes que formaron parte de la Caravana de Migrantes Centroamericanos, que salió en los meses de octubre y noviembre pasados.

PROGRAMA DE RETORNO VOLUNTARIO ASISTIDO

El programa de retorno voluntario asistido de la OIM tiene como objetivo lograr el retorno voluntario, ordenado y humano de los migrantes que no pueden o no quieren permanecer en sus países de tránsito o destino y desean regresar voluntariamente a su país de origen.

Desde el 4 de noviembre de 2018, la OIM ha brindado asistencia de retorno voluntario a 589 personas, de las cuales 38 son niños, niñas y adolescentes migrantes no acompañados.

The Famine Early Warning Systems Network (FEWS NET) monitors trends in staple food prices in countries vulnerable to food insecurity. For each FEWS NET country and region, the Price Bulletin provides a set of charts showing monthly prices in the current marketing year in selected urban centers and allowing users to compare current trends with both five-year average prices, indicative of seasonal trends, and prices in the previous year.

Highlights

• Since 13 October 2018, an estimated 16,000 migrants, largely from Honduras and El Salvador, have transited through Guatemala.

• The Government of Mexico has officially reported the presence of some 8,000 migrants in its territory. As of 28 November, at least 6,067 migrants, including 1,058 children, had arrived in Tijuana (Baja California state), on the border with the United States. In Mexicali there are about 1,200 migrants settled, and around 300 are estimated to still be on the move heading north in Mexico.

Since mid-October, several persons organized in groups left the North of Central America – particularly from Honduras and El Salvador – heading northward with the hope of reaching Mexico and the United States of America. These groups are comprised of persons with international protection needs, and according to interviews more than 74% consider being at risk if they were to be returned home. By the end of November, the number of persons transiting through Guatemala is estimated at 16,000, while the Mexican government has officially reported the presence of some 8,000 in its territory.

IOM’s voluntary assisted return program aims to achieve the voluntary, orderly and humane return of migrants who can not or do not wish to remain in their host countries and wish to voluntarily return to their country of origin.

Since November 4th, with PRM support, IOM has provided voluntary return assistance to 453 people, of which 25 are unaccompanied migrant children

Key Messages
- In West Africa, October marked the beginning of the 2018/19 marketing season and market supplies are increasing from new harvests. Expected above-average crop production estimates are favoring release of stocks, further improving supplies. Prices have generally decreased from the previous month and 2017 levels but remain above average. Insecurity and conflict disrupt market activities in the Greater Lake Chad basin, Tibesti region, northern and central Mali, and the Liptako-Gourma region.

In Peru, a surge of an average of 4,000 daily arrivals, before the deadline of 31st of October for the Temporary Stay Permit, has led Peruvian authorities and partners to scale up the response.

Intergovernmental discussions continue to take place in order to strengthen regional coordination, in advance of the Quito II meeting on November 22 and 23.

In 16 countries, 75 partners participating to the Regional and National Platforms progress with the articulation of a Refugee and Migrant Response Plan for 2019.
