Matrice de suivi des déplacements

L'OIM Madagascar met en œuvre son programme de Matrice de suivi des déplacements (DTM - Displacement Tracking Matrix ou DTM en anglais) afin de mieux comprendre les déplacements des populations engendrés par la sécheresse et fournir des informations essentielles aux acteurs gouvernementaux et humanitaires sur le sujet. Ce programme a été adapté au contexte du Sud de Madagascar et les outils utilisés lors de l’élaboration des évaluations sur le terrain en collaboration avec les partenaires humanitaires.

Poor household struggled to meet their food needs in April and adopted coping strategies such as reducing their non-food expenditure, withdrawing children from school, eating immature crops, and selling livestock.

Imported rice is a less-preferred substitute, but often consumed by poor households because it is cheaper than locally-produced rice and expands more during the cooking. Dried cassava is the primary staple food in the south, although it is consumed in other parts of the country during the lean season when household food stocks are low. Maize is the third most important staple and the second most consumed cereal in Madagascar.

Background

Madagascar has been successively hit by cyclones since January 2018. Three cyclones have consecutively struck the island; touching the coast, bringing heavy rains which have caused severe and heavy flooding.

On the morning of Friday 16 March 2018, the region of Analanjirofo, was affected by tropical cyclone ELIAKIM, which came with a maximum wind speed of 100 kph alternated by gusts of 130 kph. According to the National Office of Disaster Risk Management (NODRM), ELIAKIM caused 21 deaths, displaced 15 000 and affected 38 000 people.

The Institut Pasteur de Madagascar (IPM) and the International Rotary Club Foundation have launched a programme to fight malaria in the country.

The Malaria Action 2017-2018 was launched in Antananarivo on Wednesday during the unveiling of $90,000 new high performance laboratory equipment and drugs for the fight against infectious disease.

“These new tools will speed up the accurate diagnosis for quicker remedial action," said Prof Milijaona Randrianarivelojosia, the head of Malaria Research Unit at IPM.

  • La Forte Tempête Tropicale Eliakim, la 5eme de l’actuelle saison cyclonique, a atterrit le 16 mars à 09h00 locale au niveau du Cap Masoala, restait pendant presque 24 heures dans le district de Maroantsetra avant de sortir en mer le 18 mars au niveau du district de Vatomamdry.

  • Le nord-ouest, le nord et surtout les nord-est du pays ont été directement affectés, avant le passage d’Eliakim, ces zones ont déjà reçu jusqu'à 400% de précipitations par rapport à la normale saisonnière.

Southwestern Madagascar continues to feel effects of dryness

Key Messages

Cyclone Eliakim passed along the eastern coast of Madagascar in mid-March, damaging clove crops in Analanjirofo region during their flowering stage. Vanilla was less affected. Some severe flooding was reported by OCHA in ricefields in Maroantsetra, and less severe flooding in Mandritsara and Ambilobe.

Episcopal Relief & Development is working with the Anglican Alliance and the the Diocese of Fianarantsoa to provide critical emergency support in Madagascar after the devastation of Tropical Cyclone Ava in early January.

The island was hit by torrential rains, floods and mudslides which destroyed dozens of homes and farms. Over 50 deaths were reported and more than 17,000 people were displaced.
