MBABANE, 25 July (IRIN) - The unreliability of the weather forecast is an old joke. But in Southern Africa, where cyclones and droughts have wreaked havoc, the ability of national weather services to coordinate and properly analyse data collection is deadly serious.
"Daily weather information is well disseminated in the 14 countries of the Southern African Development Community (SADC), and to a certain extent understood, but it is debatable whether [the advice] is followed," SADC consultant Sipho Dlamini told IRIN.

ANTANANARIVO - The United Nations World Food Programme (WFP) has extended its emergency appeal for food aid in Madagascar until the end of 2003 because of the country's prevailing drought and recent cyclones that destroyed large tracts of infrastructure and affected thousands of people, the agency said Tuesday.

The food crisis that has been threatening Africa for months is worsening in Ethiopia putting that country in imminent danger of famine. More than 12 million people are now in need of food and international commitments are falling far short of the more than 1 million tons (944,280 metric tons) of aid needed to feed them through the end of this year. As the number of people in need continues to grow, existing food rations are being cut in order to feed as many people as possible.
