This overview document presents incidents affecting aid delivery in 12 countries in the MENA region in 2017. The report is based on incidents identified in open sources and reported by Aid in Danger partner agencies using the Security in Numbers Database (SiND). In 2017, 520 security incidents affecting NGO staff members, programmes and assets were reported. The total number of reported incidents below reflects the willingness of agencies to share information. It is neither a complete count nor representative.

Executive Summary

In 2017, Spain has seen a new surge in arrivals of refugees and other migrants to its shores. As of 31 October, the country recorded 21,304 irregular entries, twice as many as the same period in 2016. With this increase, the profile of arrivals has changed, as increasingly people from the Middle East – the majority of whom are Syrians – travel to Spain.

In recent weeks, the upsurge of Syrians seeking asylum in European countries has overwhelmed existing capacity. According to UNHCR, as of July 2015 almost 350,000 Syrians have applied for asylum in Europe since the conflict in Syria began, nearly half applying in Germany and Sweden and one third in Serbia, Hungary, Austria, Bulgaria, and the Netherlands combined.

The study provides an assessment, interpretation and visualization of ten national disaster loss databases from the region (i.e.: Comoros, Djibouti, Egypt, Jordan, Lebanon, Morocco, Palestine, Syria, Tunisia and Yemen) including damage and loss data from the previous thirty years.

SITUATION OVERVIEW

1 Strategic Response Plans in the MENA region received US$ 2.1 billion. The largest recipient was Syria, with US$ 1.08 billion, followed by Iraq with US$ 851.6 million. In total, the appeals and SRPs are 32.9% funded with a 67.1% shortfall.

2 The Syrian Humanitarian Response Plan (SHARP) and the Regional Refugee and Resilience Plan (3RP) jointly requested US$ 6.79 billion. The total amount received is US$ 1.18 billion (17.3%), which leaves a total shortfall of US$ 5.62 billion (82.7%).

SITUATION OVERVIEW

Strategic Response Plans in the MENA region received US$ 1.74 billion, the largest recipient was Syria, with US$ 692 million, followed by Palestine with US$ 271 million. In total, the appeals and SRPs are 40.1% funded with a 59.9% shortfall. Iraq SRP was over funded by 81.2%.

The Syrian Humanitarian Response Plan (SHARP) and the Regional Response Plan for Syrian Refugees (RRP) jointly requested US$ 6.02 billion. The total amount received is US$ 2.41 billion (40%), which leaves a total shortfall of US$ 3.61 billion (60%).

As conflict continues in Syria, millions of people are in desperate need of assistance. The UK has committed £600 million to provide support including food, medical care and relief items for over a million people in Syria and the region.

SUPPORT INSIDE SYRIA

The UK has allocated £299 million to help people affected by the conflict across Syria, including in opposition held and contested areas.

UK aid has provided food for up to 385,000 people a month across Syria through the World Food Programme (WFP).

The Syrian Humanitarian Response Plan (SHARP) and the Regional Response Plan for Syrian Refugees (RRP) jointly requested US$ 6.5 billion. The total amount received is US$ 1.9 billion (30%), which leaves a total shortfall of US$ 4.6 billion (70%).

Natural disasters, including drought, earthquakes, floods, and wildfires, as well as ongoing complex emergencies and limited government capacity in the region, present significant challenges to vulnerable populations in Europe, the Middle East, and Central Asia (EMCA). Between FY 2004 and FY 2013, USAID’s Office of U.S. Foreign Disaster Assistance (USAID/OFDA) and USAID’s Office of Food for Peace (USAID/FFP) provided assistance in response to a range of disasters, including floods, wildfires, winter emergencies, and complex crises.
