Release of the 2011-12 Annual Review of Aid Effectiveness
The inaugural Annual Review of Aid Effectiveness was released today by Foreign Minister Bob Carr. This new and important document is part of a suite of reforms flowing from the 2011 Independent Review of Aid Effectiveness. Its purpose is to inform Cabinet discussion of the four-year budget strategy outlined in the Comprehensive Aid Policy Framework and report on the aid program’s performance against the Framework.
1. Executive Summary
Women from civil society and senior UN leaders in conflict-affected countries participated in 25 dialogues on conflict resolution and peacebuilding in June, July and August 2010.
Five years ago, on 26 December 2004, a massive earthquake off the coast of Sumatra created a tsunami that swept across the Indian Ocean. Millions of people around the world watched in horror as the aftermath of the biggest single natural disaster in living memory unfolded on their television screens.
In the years and months that have gone by since the devastating Indian Ocean Earthquake and Tsunami of December 2004, the affected communities - from Banda Aceh to Batticaloa, Puntland to Phang Nga, Noonu to Nagapattinam - have seen both tragedy and triumph.
Asia and the Pacific
Problem Statement/Context: The Asia Pacific region has an emergency profile characterized by a combination of natural disasters, civil/political unrest with pockets of conflict situations, and recent emerging new global threats such as high food and fuel prices crisis, the threat of pandemic influenza and other emerging diseases.
In its resolution 60/124 of December 2005, the General Assembly of the United Nations sought to remedy two problems that had bedevilled UN efforts to deliver humanitarian assistance in a timely and effective manner.

The changing context for Avian Influenza response and Pandemic Preparedness
Two years ago we were working in a climate of widespread international concern about a potential pandemic, including unprecedented media coverage and political engagement.
The present Report consolidates in one document the successes achieved and challenges confronted by each of the nine cluster working groups as they endeavoured over the past year to build global humanitarian response capacity in line with their agreed work plans. Each global cluster working-group has provided an update on its financial situation, achievements against objectives, indicators, field impact, attention to cross-cutting issues and risks and challenges.

This is an initial report from the Tsunami Evaluation Coalition (TEC). The TEC is a collaborative effort by aid agencies (donor governments’ aid departments, United Nations agencies, non-governmental organisations, and the Red Cross and Red Crescent Movement) to improve humanitarian systems by learning from the response to the earthquake and tsunamis of 26 December 2004. Another aim of the TEC is to provide some accountability for the humanitarian system to both the giving and receiving publics.
