The 2015-2016 El Niño phenomenon has been one of the strongest on record, affecting deeply the lives and livelihoods of more than 60 million people across 40 countries. It has devastated crops and killed livestock, in some cases dried up water-sources in others caused massive flooding, driven up malnutrition rates, increased disease outbreaks and caused significant migration.

The quest of the last 15 years to achieve the Millennium Development Goals (MDGs) taught us that Global Goals can motivate and help sustain leaps in human progress. It also taught us that the specifics matter. In some places, the MDGs became a widely-recognized, consistent and important driver of local progress; in others, the role and impact of the MDGs was more ambiguous. A lot depended on way the MDGs were implemented: if local change agents made them meaningful locally; if local leaders drew on their legitimacy and visibility; if they were employed to solve real-life problems etc.

Climate change stands as a roadblock in the achievement of the Millennium Development Goals. It threatens the chance of millions in Africa, Asia and Central and South America to escape poverty.

The partnership between Japan and UNDP has strengthened over the years, and it is envisaged that the year 2008 will turn out to be a milestone in the history of UNDP-Japan relations. This year, Japan will host the Fourth Tokyo International Conference on African Development (TICAD IV) in May and the G8 Hokkaido Toyako Summit in July. Japan considers UNDP a key partner in bringing out a success in both of these important events.

COPE -- Corporate Partnership in Emergencies -- facilitates the matching of the private sector's voluntary contributions with the needs of communities hit by natural disasters or humanitarian crises. COPE enables corporations, with their efficient business approach and expertise, to play a vital part in crisis and disaster recovery throughout the world.

The first challenge COPE is taking on is the tsunami catastrophe that struck Indian Ocean countries in late December. Coastal communities that suffered great loss of lives and damage need sustained help as well as immediate relief.
