CERF enables fast, flexible and needs-based support for people affected by humanitarian emergencies. The UN General Assembly established the fund in 2005 to provide timely assistance in crises. Since its operational launch in 2006, CERF has developed a reputation for its ability to kick-start humanitarian action, scale up the response to emergencies and serve as a lifeline for people struggling to survive in the world’s most underfunded crises.

ProCap aims to strengthen the collaborative response of protection agencies and non-protection mandated organisations. To do this, it deploys senior personnel with proven protection expertise at field, regional and global operations and trains mid-level protection staff from standby partners and humanitarian organisations. Philippines: Category 5 Typhoon Hagupit, locally known as Ruby, made landfall on 6 December over the town of Dolores in Eastern Samar province (Eastern Philippines). At least 49 of 81 provinces are potentially at high risk. The typhoon is moving very slowly, potentially subjecting each community in the path of the typhoon to high winds and torrential rainfall for much longer. 1.1 million people are affected.

Central African Republic: The CAR President Catherine Samba-Panza named a Muslim as the new Prime Minister. Renewed clashes have displaced 20,000 people in Batafango (Ouham) since July and 17,000 people in Bambari (Ouaka) since June. A total of 890 security incidents were recorded in 2014, hampering humanitarian access.

FOREWORD

In 2011, millions of people in parts of the Horn of Africa faced the worst food-and-nutrition crises in a generation. For the first time in more than two decades, a famine was declared in Somalia. More than 13 million people desperately needed help, but the humanitarian community struggled to meet the massive needs. CERF played a played a major part in the early response to the crisis. It contributed more than US$126 million across the region, including $53 million to Somalia.
